At the end of that video, a cop sounds like he yells "he's dead".
There is an area lockdown in place, and the Redit "news" mill indicates people are being informed a shooter may have evaded police.

There's a video that someone posted as a comment to another article which was taken from the Fujiya parking lot. Shows a group of officers with tactical gear going around the side of Fujiya towards the bank and then shots start being fired.

"In custody" this early in the process doesn't immediately translate into "still alive".
The still photo linked to above appears to show a deceased person in the middle of the parking lot, with little attention being paid him, while officers are gathered into three other groups, appearing to be rendering aid and/or restraining a suspect.
**edit** - I wouldn't trust current reporting from either the TC or Vic News. The police have released no statements at this point in time, which implies that the papers are getting their news from the same place we are, Facebook, Redit, Twitter, and elsewhere on the internet.

I am sure the fire arms they had were worth more than any amount of cash they could get from a bank...
