Flair Air cuts ties with YOW ( Ottawa )
After huge safety issues with its ground handling service provider and not paying fees, they completely left the country's capital.
Also goes to show, how high AIF fees ( 35$ ) kills the ULCC market.
As for YYJ, Flair only operates to YEG and YYC seasonally. Leaving YYC and YEG served by WestJet year round.

The Ottawa International Airport Authority charges aeronautical fees to air carriers and the Airport Improvement Fee to passengers. A $35 fee is charged to each passenger to help pay for major infrastructure projects.
The airport collected $67 million through the Airport Improvement Fee, $22.8 million through Terminal Fees and $11.3 million for landing fees in 2023.
In a statement, the Ottawa International Airport (YOW) says, "YOW prides itself on keeping its aeronautical fees as low as possible, as paid by all airlines."
"In fact, based on published tariffs ours are among the lowest in the country for Tier 1 airports. The same applies to the Airport Improvement Fee (AIF), which is collected by the airline and remitted to the Airport Authority," Krista Kealey, vice-president of communications, said in a statement. "All Tier 1 airports levy an AIF, not just YOW. The CEO alone does not set fees – the exercise is complex and requires deep financial analysis before any changes are proposed for approval through our governance structure."

They do produce a business case, that shows they are at $17 because of their unique market position. It’s always relative to others. What that does, is it creates incentive to artificially raise the costs, because others charge more so we’re still better by charging $20 (even though $17 was sufficient).

In your link above, about two thirds of the way down the article, there is an embedded link to a (proposed) $600 million expansion of YYJ spread out over several years. I've never heard of that - do you know if there is anything to it or is it just 'pie in the sky' wishful thinking that 'one day, maybe' we might see it for real? Would be tremendous if it happened but it sounds pretty ambitious for our little airport....

The Previous CEO was very warry of expansion of the airport based on not wanting to over building ..... staying behind the curve. But he was also so hung up on the future of flying and the introduction of flying cars. So he saw no point in building more parking stalls.
This new CEO wants to move forward, very aggressively but nothing has started besides repairs to the taxi ways, aprons and adding the airside crew screening into the sterile area of the terminal, and removing the public observation lounge.
The terminal building format is based on the 1980's layout with a mid 2000's slight expansion to the luggage claim and passenger hold room, with one more addition in late 2010's. Still too small, esp in luggage claim, and aircraft gate and upper hold room space.
11th busiest airport in Canada and soon to be 12th if Quebec City keeps growing as fast as it is.........
Till then, it will remain the little airport for the capital city of BC.

They must have missed the VAA AGM back in May when the CEO stated rates were being increased in 24/25 which wasn't mentioned.
A parkade was brought up in the AGM and was going to be considered in the future as Ms Brown didn't agree with paving more and more farm fields.
The message from the VAA in this article didnt really explain much of anything besides inflation ...

For what it's worth, I just looked up how much a day of parking costs at Quebec City airport. $26 in their econo lot.

Are there other easy/inexpensive means of getting to Quebec City airport e.g. light rail or 24-7 transit service? (I ask as I've never been there)
If yes,then the high parking charge might be justifiable. If no, it's a gouge.

Does the airport actually need more parking? Are the extra long term lots ever completely full?
