I imagine there will be a firestorm of controversy from the locals before anything comes to fruition with this proposal.
Oak Bay United Church is hoping to embark on a redevelopment with up to 150 units of affordable rental housing...“There have been community concerns,” said [Rev. Michelle] Slater. “Any of us lucky enough to buy a home expects when we buy into a neighbourhood the neighbourhood won’t change.”...
Those final 4 words sum up the issue that seemingly every development proposal in our region faces. It's OK to develop a neighbourhood to the point at which "I" move in, but after that it needs to be sealed in amber and turned into some sort of museum piece. As I have stated countless times before cities, towns, villages etc. are living things and are never "finished". Change is what keeps a community vital. Being negative every time someone proposes anything is such an unhealthy attitude to take, but it often feels like it's what the residents of the CRD agree upon the most.

I imagine the 2 buildings I have "X" -ed would be coming down as part of any redevelopment proposal. I am uncertain if Threshold House (left side of above photo and below)
is part of the OBUC property and would fall under this project or not.

Local residents torpedoed the proposal for luxury condos on Oak Bay Ave, good luck getting affordable housing near expensive Oak Bay Housing
I can see nearby residents preparing the nuclear bombs for this proposal now.

Responses to the OBUC proposal are as predictable as a wasp on speed*.
...The neighbourhood is not against affordable housing nor increased density. We want a reasonably sized development that fits into the surrounding area...
...the neighbours have tried to engage the church in acting responsibly and building something that would respect the neighbourhood in scale...

You know that makes total sense but the reason I had always thought that was Victoria is because it has Victoria Street signage at that intersection. Anyone know why that is?
They are blue, but Esquimalt has a different font.

Esquimalt Street signage is white with black lettering.
Most of Esquimalt is, but for some reason that intersection is a different colour (but has the same font)

There is a plan to construct two apartment buildings, one 6 storeys the other 4, at Shelbourne and Christmas Avenue.

Six floors? In Victoria? (yes technically it's Saanich) Scandalous!
Seriously, that's a great place to add density, right next to a main corridor and close to amenities.
