I think the bigger issues are local neighborhood opposition (James Bay) and funding; Stantec has been working on the Ogden Point master plan (proposed) for nearly 3 years - it will get redeveloped, the question is when and will that include a cruise ship facility or not. Right now the proposed plan assumes it will. Cost will be significant into the hundreds of millions of dollars; and of course the JBNA among others will fight like hell to ensure nothing taller than 3-4 stories ever materializes on that site, heh. Right now the early proposal - cruise facility aside - includes marine-related service businesses, offices and potentially a hotel among other things.

I'll be dead, buried and long forgotten before anything significant gets built at Ogden Point. Add to that the long-promised, but yet-to-materialize international marine terminal to replace the Coho and Clipper facilities.

apparently some money will be spent this winter in something to support yet a bigger ship for 2019.
That will be the second time for an extension then. A few years ago they built what they call a 'Deep Sea" docking. (in reality it's just a couple of poles driven into the sea bed another hundred feet out from the end) but the title just made it sound fancy) a They built the last one to accommodate a longer ship.

More than $6.8 million in joint funding is going toward at dolphin extension project at the Ogden Point Cruise Terminal. The project will extend the dolphin, a structure used to moor large ships, at Pier B by more than 55 metres.
Two breasting dolphins on each side of the main pier structure to accommodate larger vessels. The current dolphin structure, built in 2010, is 70 metres out from the pier. The extension will bring the structure to 125 metres.
And next year, the Ovation of the Seas cruise ship, by Royal Caribbean, will trump the Norwegian Bliss in size and capacity, bringing in 5,000 guests and 2,000 crew members.

The NCL Escape, sister of the Bliss which docked here last summer, got whacked by an unexpected wind in excess of 100kph which caused her to heel very hard over to port. Scared the hell out of the passengers but there was no damage to the ship:

Although this class of ship is impressive up close I did wonder last year when taking pics of the Bliss about her design, which to a layman looks top heavy; certainly a boat that massive in both length and height (20 decks) would act as a gigantic "sail" and catch a lot of wind if it hit the superstructure just right.

I think you are right that being top heavy sure didn't help in that situation. What is so remarkable, and scary, is that the Escape was listed so far over to port that it was like that for 45 minutes before they were able to right her.

Remember when NCL "Bliss" was here last year and we all ooh'ed and aah'ed over her size: turns out, in terms of gross tonnage, she is only the sixth largest cruise ship in the world, and 200 feet shorter than the biggest cruisers.
I was thinking about this as I note the story today about about the cruise ship off Norway caught in a huge storm with 1300 passengers currently in process of being evacuated by helicopters and the Norwegian Red Cross:

Although their technology is impressive as hell, no way would I want to be on board a ship with 7000 passengers and another 2000 crew. Ugh......

Each to their own. I've sailed on the Oasis; and it feels less crowded than many smaller cruise ships. It's well designed for so many people.
Cruising isn't for everyone, and that's okay. I certainly enjoy it though.
