That's what's left after dumping it in little bits along the way. The less weight on the ship, the more economical it is to operate.

Because Hartland Road is obviously charging far too little for the dumping fee!

 

Thus the low hanging fruit comment from the CRD about increasing the fee ... at least to the point where they'll dump it somewhere cheaper :)

Cruise ships will pay more than three times the current rate to dump high-risk ship waste starting in 2024.

 

On Wednesday, the Capital Regional District’s environmental services committee voted to increase dumping fees to $500 per tonne from the existing rate of $157 per tonne. Victoria Mayor Lisa Helps had pushed for the new rates to kick in next year, but the move was rejected.

 

Helps argued one year’s notice was more than enough time for the cruise industry to make adjustments to handle the increased cost. CRD staff have estimated the increase will amount to only $200,000 a year.

 

“I think that waiting till 2024 is far too long,” she said. “Industry adjusts, and this is an adjustment that they’re going to need to make if they want to continue to keep bringing waste here.

 

“We have to look at ways to deter solid waste from coming into our landfill.”

In an address to the committee, Marg Gardiner, president of the James Bay Neighbourhood Association, said no one should have to accept cruise-ship garbage, and it should stop completely as of the 2023 cruise ship season. She said the number of trucks used to ferry waste from Ogden Point cruise terminal to Hartland Landfill is a serious environmental concern, while the ships themselves have other options.

 

Last year, when cruise ships were unable to dock in Victoria due to the pandemic, they offloaded their waste elsewhere, she said.

In 2021, the James Bay Neighbourhood Association began its Fair Sailing initiative. Fair Sailing, which advocates the regional “locals first” approach to cruise tourism, asks why the CRD continues to accept foreign cruise ship waste at Hartland Landfill when it is already pressured by regional demands.

 

This is contrary to local and regional waste and greenhouse gas emission reduction efforts and goals. How can the CRD or its constituent municipalities expect local residents and businesses to reduce, reuse and recycle to save landfill space and simultaneously accept foreign cruise ship waste?

 

Canada’s International Waste Directive clearly states that cruise ships are not mandated to offload international wastes in Canada. It also outlines that approval for a disposal site will only be renewed if the site wishes to remain eligible – so the CRD board has a choice.

 

Canada has a duty to ensure the provision of adequate reception facilities for ships’ wastes in ports as part of the international MARPOL protocol. Fair Sailing questions the need for cruise ships to offload wastes in Victoria as the ships appear to have sufficient storage capacity.

 

In 2021, Canada prohibited cruise calls due to the COVID pandemic. Cruise lines continued to sail from Seattle to Alaska and offloaded their wastes in U.S. ports. They have proven options besides offloading wastes in Victoria.

Perhaps the motive might not be pure but they do have a point about the landfill. Why are we desperately trying to recycle to help preserve space in the landfill and then have a cruise ship dump a whole voyage worth of crap here. And I dont live anywhere close to the cruise ships or the tourists.

It’s not a lot of garbage.

Consider that 3 million people visit this region every year. If we are really concerned about who disposes what into our landfill it’s not the cruise ships that are the biggest issue.

May not be the biggest issue but would not hurt to stop it. We keep getting told that every little bit hurts and the cruise ships are a lot more than just a little bit.

What is the economic benefit of this pit stop? They still only dock for a few hours right? How much solid waist are they dumping here? I have read they can produce anywhere from 16-50 tons of solid waist. I guess it depends on how much they are burning out at sea. Don't forget the oily bilge water and raw sewage!

Is 1% of our trash volume (what cruise ships collectively discard here) really the issue, or is the issue that we’re dumping more garbage per capita? We dumped 353kg per person in 2016. In 2021 it was 430kg.

Last time I was at the dump the guy next to me dumped a few hundred classic records that looked in good condition into the bin. I almost jumped in after them but was afraid of the Dianoga that could have been way down there.

There is life beyond Butchart Gardens.

 

When there is an early cruise ship in, it coincides with my wife and my morning walk. It's fun to help some of the passengers who are looking at maps and seem confused. Many of the passengers walk off the ship and follow the signs around Dallas towards downtown. I can share the shortcut with them of taking Montreal or St.Lawrence.
