I think this is why BCLC tells you to sign the ticket as soon as you get it, and put your contact information on the back, to prevent fraud.
They even push their playnow account. It automatically tells you when you win, no losing your paper tickets.

I came up with this idea in the middle of the night, last night.
Victoria should agree to a casino (near Ship Point), with the regular community-profit-sharing* (like the View Royal one has).
PLUS, so it has strict oversight, the 8 Victoria councillors and Mayor are automatically on the 16-person board of directors. One each from Esquimalt and Songhees Nations, 5 from the business community. With a $1,800 stipend per month, per board member.
*And 1/3 of the profit-sharing goes towards a new Victoria Art Gallery in the Capital Iron project, 1/3 goes to Songhees/Esquimalt Nations, 1/3 to downtown improvements and safety.
WINS all around. Councillors get a back-door raise ($20k per year), complete oversight of the casino via the board, money for the natives, and downtown, and for the art gallery to move to where it should be.

I don’t think that would fly after the statements current council made regarding casinos. Or was it the last council? I can’t remember.

But now they can say with their guaranteed wise oversight, it can move forward.

Rio de Janeiro — already notorious for street muggings, corrupt politicians, ruthless militias and Kalashnikov-toting drug traffickers — has a new public enemy: plushies. Or, more specifically, the joystick-controlled claw machines that dispense them.
On Wednesday, Rio police carried out 16 search warrants targeting the machines that elicit exhilaration among children and adults alike. But police said the claw machines defraud users who believe scoring stuffed animals to be a test of skill. In fact, they are games of chance — just like slot machines — and therefore illegal, according to their press office.
Officers seized claw machines, laptops, tablets, cell phones, a firearm and — yes — furry friends. They are investigating whether organized crime groups may be the invisible hand behind the claw because they already run slot machines and a popular lottery known as “Animal Game” across the city. Police in Brazil's southern Santa Catarina state carried out an additional three search warrants Wednesday as part of the same operation.

^That woman sounds weird.
Firstly, after determining she was the winner of millions and millions of dollars, she just goes and calmly makes herself a cup of tea. I really don't think many people do that when they find out such life-changing news. Then, when asked about what she plans to do with the money, she has no idea or plan of what to do with the money. Zilch. I've talked to countless people over the years that buy lottery tickets and every single one of them had at least some idea of where they were going to put their winnings. I don't play lottery but if I did I would have a clear plan of what to do with the loot.
Why did the lottery winner have no clear plan for her winnings, and is it common for people to react calmly to such life-changing news?
