I know it's impossible, but what if when doing such drilling we found huge amounts of oil right under downtown?

This project has been officially canceled and the concept of the site has changed from a mixed-use 12-storey building to a 11-storey office proposal by Concert Properties.

I don't think those blank walls would have worked. I think the only thing you can do is build into those low-rises next door so you can wrap windows around all 4 sides. That mid-block walkway will be huge.
