Is that concrete? I thought it was drywall that still needs to be puttied and painted.

Well the baseboard trim is flush so I think it has to be concrete.

Those are indeed concrete walls and I guess the decision was made to not fill the divots left by the concrete form cone ties.

Will the plaza on the south side of the building be completed at the same time as occupancy is granted or is its completion tied in with the JSB work?

It looks like the top floor ceiling has not been drywalled.

While The Janion races towards an occupancy permit, some interesting features have been completed.
The railing along the north walkway has been installed.
Fencing has been installed along the N.E. parking garage entrance. Also the commercial spaces have received their final windows which are actually louvred vents.
A temporary walkway has been constructed along the south wall to allow pedestrian traffic to enter the building through the Pandora Ave doorways:
The ironwork fencing has been installed on the outside of the glass railings of the rooftop common area:
And finally, the commercial spaces are now advertised for lease. So i would assume tenants have not yet been secured, as the total square footage available for lease is in the ballpark of the total commercial space available.:

I guess that answers my earlier question about the status of the south side plaza

I'm not sure if your question is answered yet. I was hoping somebody would post some intel on that topic. Personally i have no idea if it's a condition of occupancy or not (i can only surmise "yes,) but we'll see how that plaza progresses over the next month or so. I haven't been able to get any info on that.
I do know that entry to the building for walkthroughs is via the Store Street building office entrance across from Swan's.

The north east wall is getting a sign. Today Houston Sign was on site with their stencils. It appears that the signage will cover the entire wall, and it looks like it will be hand-painting.
You can't see the artwork in the photos; it will include reference to R. C. Janion who was part proprietor of the R.C.Janion Building to the north which is now the Robbins parking lot. There appears to be no historical proof that R.C. Janion had any involvement in the hotel. But now he will be associated with the rebirth of the hotel which bears his name.
In the second photo, the container to the right is being unloaded. It contains the steel supports and gridwork for the bike storage areas.

I forgot to add this photo. Window coverings are installed in many units. They are rollup blinds, sheer (not blackout). The blinds are divided into sections to allow for door and window openings.
And window have insect screens. I'm not sure that's a requirement of building code, but it's a nice touch.

Do you think they'll add any graphics/signage to the new section, as a tie-in to the heritage building?
EDIT - not sure if I even like the idea of that. Opinions? Will they? Do you think they should?

Interesting imagery but let's hope it is not an invitation to tagging.

Not a requirement.
