Rezoning file no longer exists, we're back in the dark on this one

 

The development tracker says city staff were reviewing changes to the proposal and provided comments back to the applicant on Oct 4, 2019.  Based on that I would say it still exists and is back alive.  But no updated drawings are provided so your right that we are still in the dark.

BOSA (Empress/former PCL Bus Station Site) Development Back in Play
As of October 4th, 2019, revised plans for the development of a mixed use rental building at 700 Douglas had been reviewed by City staff, circulated to City departments, and the development process re-activated. The City has asked the applicant for further information. When this is received, a planning report will go to Council’s Committee of the Whole. That would initiate a public hearing at City Council and a City decision on the development application. Because that would likely be the last opportunity for public input, we will try to circulate information on the project.

I hate finding fault in the Dev Tracker because so many municipalities refuse to post anything, but this is another case of DP drawings hidden as there are no variances requested. Not sure when exactly the application came in, but there is a DP in circulation in addition to the rezoning (which is live on the Dev Tracker but includes no updates)

Oddly enough, new plans were posted on Dev Tracker this week but they are backdated to July 2019.

 

The new plans no longer show a perspective rendering but here's an elevation:

Without a more detailed rendering it's rather hard to to know how this plan compares to the earlier proposal.

Design is pretty much the same it looks like. The residential floor area is down slightly but the unit count is up from 72 to 73. Commercial floor area is increased.

 

The building envelope has been changed completely. The previous proposal was wider at the east end and tapered to the west. The new proposal looks like a bowtie and has much better street walls.

 

The single most important change IMHO though is the ground floor. The original proposal had a blank wall along Belleville to screen the parkade entrance. They have added a CRU here, which will be incredibly difficult to program but it's better than the wall. They've also added a residential entrance through a lounge on Belleville, with the main entry still off of the autocourt. The revised proposal appears to hit the ground a hell of a lot better.
