Look my point was that if a Casino is built in Rock Bay it looks to me like the FN would get the revenue and not Victoria. On that basis then I said it might be a challenging proposal.

I'm not proposing that there's absolutely no money to be made by First Nations by putting a casino on First Nations land, my original post was to note that there's only one casino in B.C. that's owned by First Nations.
Even in the document you linked to, it indicates that the Cowichan Tribes are merely the landlords, and the actual casino is run by The Duncan Dabbers Bingo Society, who would be the ones renting the property from the Cowichan Tribes.
The Cowichan Tribes would be seeing some sort of host government tax paid to them, as well as the revenue from renting their land to the operators (the Bingo folks noted above). They would also likely have some sort of operating agreement with the Bingo Dabbers that would oblige them to make use of specific Cowichan Tribes services, and to hire a minimum number of Cowichan Tribe band members as workers in the casino.
The Duncan Dabbers would, from the 10% total that's left after the B.C. Government takes their 90%, withdraw funds as part of their management contract, mark up their labour, profit from sundries and swag, profit from entertainment revenue, and get the majority (if not all) of the food and drink revenue.
Still of note would be that there is only one casino in B.C. that's actually owned by a First Nation ... and further that nobody but the B.C. Government is getting rich off casinos in B.C.
