Refused to reject? That’s an odd way of saying it.

They did a counter-petition.

In order to borrow the money, it needs voter approval and to do that it’s using what is called the Alternative Approval Process (AAP).

Global News spoke with several Kelowna residents who were either unaware the city was going through an AAP right now or were unaware on how it works.

“I heard about it on the news with you guys,” said Kelowna resident Glenna Turnbull. “I am very against it; I think it is ridiculous. I wanted to download the form, but I don’t have a printer so I couldn’t.”

“An Alternative Approval Process? I do not know what that is,” said Kelowna resident Jules Ke. “If it was advertised to me in a more concise matter, instead of me just finding out about it now, I believe I would vote yes.”

“No, I’ve never heard of that,” said Kelowna resident Thea White. “I do support, though, expanding and upgrading the recreational centres.”

The AAP is a more-or-less underhanded way for governments to get what they want without actually getting public consent. It's neck-and-neck with BC's recall legislation for the most unwieldy public input process. Transparency that isn't transparent.

I think for sure it typically requires an active campaign to get it to succeed. If nobody takes up that mantle, it fails.

Johnson Street Bridge here, and City Hall in Ladysmith examples.

If you call it “negative billing” it’s illegal.

The AAP should be abolished.

Comment: Is a new 50-metre Crystal Pool the best we can do?

To get the right answer, we must consider issues such as who would use the pool, what other facilities might be included and where it should be built.

Here's the right answer: the only consideration should be price. The CoV can't afford anything new. At the current expense of $2 million/year for maintenance, what we have now is good for at least another 50 years. This is considerably less than the cost of a new recreation centre.

Or as I said, improve/add some areas overtime, replace equipment.  A pool is a hole (filled with water), a building to cover it, and some equipment.

^ It isn't anywhere near $2M a year. $2M is a made up number to try and persuade people to pay for a new pool. Par for the course for politicians these days.

If you look at the CoV budget for 2022 (before the latest replacement talk started) 2022-financial-plan (victoria.ca) and refer to page 375 you will note that projected maintenance costs for the pool are about $100K a year. If we include the wages and costs of all of the employees working in that department (who will of course still be there with a new pool) it is still only $900K a year.

Even if the CoV manufactures a $5 million/year maintenance cost, there is no justification for a $150 million (or likely much more) new facility expenditure at this time.

^ Depends on what you mean by justification. If the justification is make a bunch of supporters very wealthy then there is lots.

I can only comment as an already overtaxed CoV resident.

There is no Mobility accessibility for any device on the second floor this is not acceptable in any way and discriminating and the Mayor of Victoria should know better.

I let the mayor of Victoria BC know this information a month ago no reply, this is discrimination and as the mayor of Victoria BC she should be voted against and removed from her chair or she can resign quietly.

The second floor is not Mobility Accessibility for any Devices this is unacceptable and discrimination and the mayor should know better of Victoria BC as she should present herself in more of a conductive way.

I sent the mayor a month ago this information about the second floor having engineering flaws of no Mobility Accessibility on the second floor for any Devices there has been no reply and this is discrimination and unacceptable once again, the mayor of Victoria BC should be voted against and removed from her chair or she can leave quietly and resign with some kind of dignity.

And yet the mayor expects anyone in the municipality of Victoria that Leases property or rents you as the taxpayers to pay more for the next few years to build this new crystal pool and Wellness Center with complete engineering flaws.

Okay I'm confused. The new plans include elevators from the basement to the second floor. accessibility is one of the reasons stated for the rebuild. It might not be obviously marked in the documentation but it is there. In what other ways is it not accessible?

The concern might be the current pool...

Every project the City works through has a heavy perspective on accessibility these days.

The documentation does not show any elevators therefore they don't exist, therefore the council and the mayor should scratch the project all together and try again with a proper new rebuild with all proper documentation and labeled.

So there can be a new presentation to the public with their input as they would be paying for the new pool due to the fact the mayor and the council want to put in a property tax hike to the municipality of Victoria BC meaning you the renter or a leasing person will go up. Would this end like Johnson Street Bridge all over again??.

It is virtually guaranteed to be as bad or worse than the JSB debacle.

100% certain the facility will be accessible...
