The tunnel is an interesting idea though I do not see it happening. I think the $600,000,000 figure is optimistic, the Seattle one which is basically twice the size and a 2019 estimated cost of $1,25 billion. Twice as long does not mean twice expensive.
One thing I wonder about is how to deal with all the buses on Fort, Yates, Johnson and Yates. The buses on those streets (and using Douglas) are the 1, 2, 3, 6, 11, 21, 22, 27, and 28 routes.

If you look at the map in my article you will see that I included an eastbound exit along Fort.
That only addresses the eastward bound route of only a few routes. What about the westbound?

How many routes move either north or south along Douglas and then go west on Pandora or Yates?

I think you mean the other way around, how many routes go west on Yates and Johnson and then go onto Douglas? On Pandora 2, 27, and 28. On Yates 3, 6, 11, and 22. This is 7 routes with 60 bus trips passing through Douglas per non-peak hour.

I think it is an option that should be considered but I thought it had been the costs of rebuilding the heating system (or something like that) was as much as the cost of a new building, though it has been a long time and I could be wrong with what I remember
