Does the blue and white bandana correspond to anything?
Several rival Norteños gangs wear blue bandanas. I often see Norteños members (or at least people wearing their colours) in the downtown core.

He most certainly will reappear when he floats ashore onto a local beach..
My thoughts on it.
A body has been discovered along the shores of McNeil Bay. It may be that of the missing Oak Bay man.
HB happened to be there and spotted the body.

My thoughts on it.
When a person drowns, water takes the place of air in the lungs. The body becomes heavier and sinks. So if you ever find yourself in the position where you need to help someone lose a body at sea, put some vent tubes in it to let the decomp gasses escape?

That's why I sharpen my garburator blades every spring and fall. I change my clocks, put the new battery in the smoke and Co2 detector, then sharpen the disposal blades.

I see Harol Backer is out on $50K bail.
And he had to turn over his passport, and must obey a curfew and report in person weekly to a bail supervisor.

Some border points do not have scanners. Some have scanners for people on foot but not at the vehicle cubicle. So it is not unusual for a person to cross the Canada/US border (either way) and not have their passport scanned.
It depends where you cross.
