Comox Valley man found not criminally responsible for gun incident

Suspect was arrested following 2021 altercation with SPCA officer at Pickering Road farm

A man arrested last year for an altercation in which he used a gun to scare an SPCA investigator has been found not criminally responsible (NCR).

Uwe Manfred Froeschle had been facing charges but will not stand trial following a joint submission by Crown and defence counsel stating his case should go before the BC Review Board, which handles NCR cases.

The charges included the careless use of a firearm, pointing a firearm, possession of a weapon for a dangerous purpose, discharging a firearm and assault with a weapon.

Both sides appeared before Judge Brian Hutcheson in Courtenay Provincial Court on May 31 to make the submission. After reviewing the matter, the judge agreed and ordered the matter be sent to the review board. The decision does require Froeschle to provide a DNA sample. The judge also noted the judicial release order remain in place until the review board handles the matter.

According to the judge, the report referred to issues such as “delusions” the accused held that impaired his judgment and made him perceive wrong as right. It summed up the mental disorder as one of persecution.

Shiprider check of floundering boat leads to arrest and stolen property

B.C., West Coast Marine Services, Federal Serious and Organized Crime

A police check of a vessel with no power or wind near the Canada/U.S. marine border lead to the arrest of a man on outstanding warrants and the seizure of the boat and other stolen property.

On May 4, 2022, a Shiprider crew, comprised of RCMP and U.S. Coast Guard personnel, was conducting patrols in a U.S. Coast Guard vessel when it encountered a 26 foot white and blue sailboat near the Canada/U.S. marine border west of Stuart Island. The sailboat had no apparent power or wind as the occupants were sculling and later advised that they had run out of fuel. While police engaged with the crew, the sailboat and Coast Guard vessel drifted into U.S. waters and into a shipping lane. The boat was now a hazard to ships moving through the area, and assistance was offered to tow the crew to a U.S. port but they decided to return to Canadian waters by sail power.

Records indicated that neither man was the registered owner of the sailboat but it had not been reported stolen. Police records also showed one of the men to be wanted in BC on outstanding warrants for his arrest, and the other to be on conditions not to be on any vessel he doesn’t own or possess documentation.

Upon their return to Canadian waters, the Shiprider crew boarded the sailboat and arrested the man on his outstanding warrants. The man was transferred to Sidney RCMP Detachment on a U.S. Coast Guard vessel for processing. The second man was allowed to sail on while police continued to attempt to locate the owner.

Investigators later learned from the registered owner that the vessel had been stolen from its mooring in Cadboro Bay and that they had now filed a police report.

The following day, a BC RCMP Shiprider crew located the sailboat sailing eastward, south of Pender Island. The man from the previous day was allegedly found at the helm and was arrested for Possession of Stolen Property and Fail to Comply with his conditions. During a search of the stolen vessel, police located tools and an inflatable runabout that were also alleged to be stolen. With assistance from the BC RCMP West Coast Marine Services, the sailboat and other property was recovered and secured.

Thomas Richard Cudworth has been charged with Possession of Stolen Property Over $5000, Possession of Stolen Property Under $5000 and Breach of Undertaking. He is scheduled to appear in provincial Court in Victoria on June 15, 2022.

Suspect sought in series of robberies at knifepoint

The North Cowichan/Duncan RCMP is seeking assistance from the public after several robberies at knife point took place in the span of two weeks around gas stations in Duncan, BC.

On May 14, 2022 at approximately 8:30 P.M., North Cowichan/Duncan RCMP responded to a robbery at knifepoint at the Canco gas station in Duncan. A female suspect entered the store, brandished a kitchen knife and demanded money and cigarettes. The suspect was described as wearing a dark green jacket, lower face covering, cream camo design pants and dark boots. (file: 22-7028)

On May 15, 2022 at approximately 9:00 P.M., North Cowichan/Duncan RCMP responded to an attempted robbery at the Heritage Indian Cuisine in Duncan. A female suspect entered the restaurant and produced a knife demanding money from staff. Staff refused and the suspect left. She was described as a female wearing green camo pants, a dark jacket, orange gloves and a black face covering. (file: 22-7078)

On May 15, 2022 at approximately 9:20 P.M., North Cowichan/Duncan RCMP responded to a robbery at knifepoint at the Shell gas station in Duncan. A female entered the gas station and produced a knife, demanding money. She was described as a female wearing green camo pants, a dark jacket, orange gloves and a black face covering (file: 22-7079)

On May 22, 2022 at approximately 8:30 P.M., North Cowichan/Duncan RCMP responded to a robbery at knifepoint at the 7-Eleven gas station on Government Street in Duncan. A female entered the gas station and produced a knife, demanding money. She was described as a female wearing green camo pants, a dark jacket, and a black face covering. (file: 22-7411)

On May 29, 2022 at midnight, North Cowichan/Duncan RCMP responded to a robbery at knifepoint at the 7-Eleven gas station Government Street in Duncan. A female entered the gas station and produced a knife, demanding money. She was described as a female wearing green camo pants, a dark jacket, and a black face covering. (file: 22-7802)

On June 1, 2022 at approximately 7:00 A.M., North Cowichan/Duncan RCMP responded to a robbery at knifepoint at the Chevron gas station in Duncan. A female entered the gas station and produced a knife, demanding money. She was described as female approximately 35 years old, 5’2-5’3 in height wearing a red hooded shirt, black face covering and black pants and boots. (file: 22-8002)

We urge business owners and staff, especially of gas stations, to be vigilant and take extra precautions as the suspect remains at large , says Corporal Alex Bérubé, spokesperson for the BC RCMP. Several resources, including the North Cowichan/Duncan RCMP Street Crime Unit and General Investigation Section and a Crime Analyst are taking part in these investigations .

Police are looking to identify the female suspect captured on those surveillance cameras. Furthermore, investigators are looking for anyone who may have dash cam footage at the intersection of Trunk Rd and Trans-Canada Hwy on June 1 between 6:30 A.M. and 7:30 A.M.

If you observe anyone matching the description, do not approach and please call 9-1-1 immediately.

They stole Calvin Klein and Tiffany fragrance sets valued at $535.00.

As they left store without paying for the items, they pushed a customer who fell to the ground.

‘It’s a nightmare’: Family of Nanaimo murder victim mark one year anniversary without arrest

June 3, 2022

Aimee Chalifoux took a quiet moment Friday, to honour her murdered friend Amy Watts in the ravine where her body was found one year ago to the day.

“She had her whole life ahead of her. She was a great outreach worker, she was a great person, she was a great friend,” said Aimee Chalifoux, who worked in outreach alongside Watts for years.

The beautiful, young Watts’ now-fading picture is perched at the downtown Nanaimo spot where her body was found on June 3, 2021.

According to Nanaimo RCMP, Amy Watts’ murder is an open and active investigation, but police have refused to offer an update.

WALLETS STOLEN DURING DISTRACTION THEFTS

Two women had their wallets stolen from their vehicles during a “distraction theft” scheme at separate parking lots in Saanich over the past few days.

 

On Saturday, June 4, 2022, at 2 p.m. a woman had just returned to her vehicle with her young child after shopping at Uptown. As she began to drive away from the parking stall, a man knocked on her window and told her there was something wrong with her tire. She got out to look and noticed some thumbtacks stuck in the tire. She then got back into her vehicle and started to drive away when she noticed her wallet, which had been on the front passenger seat, was gone.

 

A look at the dashcam and surveillance footage from the mall confirmed that two men appeared to have worked together in this theft. While one man distracted the woman, the other man opened the passenger door and stole her wallet.

 

On Friday, June 3, 2022, at 12 p.m. a similar set of circumstances occurred in the parking lot at Broadmead Shopping Centre, where a woman’s wallet was taken out of her purse while being distracted in the same manner.

 

Investigators are looking to identify the suspects involved in this theft, as well as warn the public that these thefts are taking place locally. We believe the thefts to be connected, however, we are waiting for further evidence from the incident on Friday to confirm if the suspects are in fact the same.

 

The images of the suspects were captured from the incident on June 4 at the Uptown shopping centre. Anyone that can identify either of the suspects is asked to call the Saanich Police Department at 250-475-4321 or report what you know anonymously through the Greater Victoria Crime Stoppers at 1-800-222-8477.

 

“We believe they are watching for women carrying a purse or pack while returning to their vehicle, as they know it will be left unattended inside while they distract them,” said Cst. Markus Anastasiades. “We encourage anyone that has had something similar happen to call their local police to report it. We have seen these types of organized thefts occurring across the country in the past few months and suspect that they will continue.”

Victoria, BC – VicPD officers are seeking your assistance to identify a suspect in a fraud at a Victoria bank.

 

On January 26, 2022, a woman deposited a fraudulent cheque at a Victoria bank. The woman withdrew $20,000 before the bank recognized the fraudulent transaction. Investigators are seeking your assistance in identifying the suspect.

 

She is described as a 20 to 30-year-old Caucasian woman wearing a dark jacket with a fur-lined hood. She had long brown and blonde hair. A photograph of the suspect is available below.

Didn't stick, at least not yet. No name (that everybody knows) was sprung without charges.

 

“There isn’t much I can say at this point as it could jeopardize the integrity of the ongoing investigation,” said IHIT’s Sgt. David Lee in an interview on Monday. The arrest and release “does not signify the end of the investigation,” Lee added, but was part of the investigative process. It doesn’t mean charges won’t be laid, he said, “just that we aren’t there yet."
