On the other hand, Pollen was adamantly against any significant waterfront development. It seems like he might have got his wish with the current state of the park at Laurel Point.

Nice shot! My guess is that there’s substantial pressure to finish that side since Store St is totally impassable while they do that portion of the construction. I don’t know what developers have to pay to the city to shut a major connector street down completely for weeks, but I’d guess it ain’t cheap, and overages come with hefty penalties.IMG_2422.jpegThe front, catching up to the back half ... didn't take long for the first three above ground floors to go up.

Store Street was closed for the past four to five weeks so the City of Victoria could run the underground services ( electrical not included ) to the site. As of this afternoon Store Street was open to traffic heading north and south.

I have to say architect for this project should be fired for putting stairwell in best central location on waterfront side (If I were the client).
Putting a stairwell in the best view location is a huge loss of the best view to maximise selling prices.
Somebody was trying to be creative maybe.

I wondered about that too - I have two theories. One is that it democratizes the harbour views for those whose units have only a minor view. The more likely reason, however, is that the fire code required stairwells to be placed within specific parameters, and based on the site, this was the best position to maximize the unit numbers and the maximum floor plate size. Yes, it comes with quite a cost. I’ll try to find out what that cost is.
From the City's Street Occupancy Permit page
Fees for Street Occupancy Permits are determined through a calculation for the area of sidewalk and/or roadway occupied and number of lane closures.
If the permit requires parking to be reserved by City of Victoria crews a $40 fee will be applied.
A parking space is equivalent to 13 m2.
The fee schedule is as follows:
- Sidewalk: $10 per day for each 13 m2 or portion thereof
- Roadway: Metered Street - $20 per day for each 13 m2 or portion thereof
- Unmetered Street - $15 per day for each 13 m2 or portion thereof
- Lane Closure: $25 per day for each travel or bike lane closure
The Pearl frontage only is ~37m long. Sidewalk ~3m wide so 111.6m2 of sidewalk is $90/day or $2700/month.
I won't do the math for the parking and lane closures, removing parking etc.

I understand the City was also doing something at the same time so maybe the closure was bigger than required, but costs were reduced for the developer or limited only to their frontage sidewalk and one travel lane?
