That whole highway needs major work. The slopes give way all the time in the area above and further east the roadbed is shifting and creating dangerous driving conditions.

A motor vehicle incident is causing congestion past 17 Mile heading towards Sooke. There is no detour along that section of highway.

Witnesses are saying the accident was a rear-end collision, with the vehicle in the rear appearing quite smashed up.

Some Sooke area improvement tenders awarded:

 

Pedestrian Enhancements on Highway 14 (Otter Point Road to Atherley Close Road). This work includes construction of concrete and paving stone sidewalks, as well as two bus pullouts. $771,145.85 to Ramida Enterprises.

 

The proposed improvements include widening the existing shoulders, improving the existing alignment and resurfacing approximately 3 lane km of Otter Point Road between the municipal boundary and Butler Road south. $2,288,223.00 to Scansa Construction.

From BC Bid, tender open for widening for a 2.5km section of highway 14.

 

Highway No. 14 - Sooke - Generally between the Neil Creek Bridge and Manzer Road.
Description:
The Project entails 4-laning and realigning Highway No. 14 and local side roads over an approximately 2.5 km long highway segment.
Work includes, but not limited to;
Traffic Quality, Environment management, clearing and grubbing, removals, water wells, septic fields, roadway and drainage construction, rock excavation, granular materials crushing, proprietary concrete box culverts and headwalls, pedestrian underpass, highway bridge overpass, sound wall, retaining walls, asphalt paving, concrete sidewalk, traffic island, bus bays and fencing.

That’s odd. The design on the Min of Trans website shows about 1.2km of highway as part of the project.

Realignment of Highway 14 to Sooke is underway, with piles of freshly cut logs lining the winding road and heavy machinery ripping into rock faces to lay the groundwork for a “much safer” 1.5-kilometre, four-lane stretch.

 

In the middle of all the construction between Connie and Glinz Lake Roads lies the historic 17 Mile House, named for its distance to Victoria City Hall and known since its inception in 1894 as a stage coach stop, hotel for sportsmen and railway workers and — to this day — its classic pub.

The highway has closed at Forebay Road just east of Jordan River due to a sinkhole.

Construction signage is now up along Highway 14 54km from Sooke through to some 20km from Port Renfrew. Sounds like the province will be repairing the eroding highway surface I spoke about recently. I drove it this past weekend and there are parts where the roadway heaves like a foot towards the unprotected slope at the edge of the road. It’s crazy how bad it is.

A portion of the new highway is opening tomorrow. What’s interesting though, is it’s only two lanes, but the plan shows four lanes along this new section. I realize the project isn’t done yet but I would have imagined by now the alignment would be wide enough for four lanes, not two:

Commuters can expect delays along Highway 14 on Tuesday, July 19, 2022, as crews shift traffic to two newly constructed lanes between Connie Road and Glinz Lake Road.

Following the morning rush hour, eastbound and westbound traffic will be directed to the new lanes, while workers place delineators and complete line painting. This work is expected to be complete by the end of the day.

Drivers accessing Gillespie Road will be directed to the new Gillespie connector, which passes under the newly constructed bridge. This routing will be the final configuration for westbound traffic.

Tuesday’s traffic change marks the final phase of the Connie Road to Glinz Lake Road project. The 2.3-kilometre route will feature four lanes, offering improved safety and supporting the expected population increases on south Vancouver Island.

Drivers are reminded to drive for the conditions and to observe traffic personnel and signage.

Plans to purchase gravel and rock from the Highway 14 improvement project have landed in the ditch.

 

The District of Sooke’s financial plan for 2022 had included a budget of $285,000 to acquire rock and gravel materials from The Ministry of Transporation and Infrastructure if any became available, with funding for the purchase to come from the community building fund.

 

It was subsequently determined by the ministry, however, that there would not be any excess material available for the district to purchase after the availability of excess materials was re-evaluated.

Completion of a two-year project to widen and realign a winding 1.4 kilometre-stretch of ­Highway 14 between Langford and Sooke has been delayed a few months, but the overall price tag has dropped to $77 million from $85 million.
 
Some tenders for parts of the job came in lower than expected, said Janelle Staite, the Ministry of Transportation’s deputy director for the south coast region.
 
The project, focused on the stretch of highway from Connie to Glinz Lake roads, was supposed to be done in late summer or early fall but was slowed by the pace of work on utilities, Staite said. “We had expected those to be done in April and they were just recently finished.”

From West Shore RCMP:

On September 24th 2022, at approximately 11:30 a.m. the West Shore RCMP received a complaint of a head on collision involving a cube truck and a Mazda CX5 near the 3800 block of Sooke Rd in Langford.

Police shut the road down in both directions while emergency crews were tending to the scene. The road was later opened up at 2 p.m.

Police determined the cube truck veered into the oncoming lane and collided with the Mazda. The driver of the Mazda, a 56-year-old woman was the only occupant of her vehicle and was taken to hospital to be assessed for serious non-life-threatening injuries.

The collision is still under investigation and police are working to determine why the driver of the cube truck veered into the oncoming lane. Thus far, police have ruled out impairment as a cause.
