All of the above are California rivers that flow 365 days a year, and empty directly into the Pacific Ocean.
California has more rivers flowing into the Pacific than Oregon does.
California doesn't have a "fresh water problem", it has a "reservoir problem".

As for fire fighting in large cities like Los Angeles, you can fight a fire with salt water just as easily as you can with fresh water, all the water bombers are doing it right now. There's an abundance of salt water about 5 feet from the Pallisades Fire's western edge.
Is trying to protect a region of 12 million people (one constructed on the edge of a desert) from wild fire with fresh drinking water being distributed in a fresh drinking water system an effective plan? - when the Pacific Ocean is literally at your doorstep?
