The premise of the original proposal was around preserving the old building. If council lets this proposal proceed, we may see the end of heritage restoration efforts in the downtown core for anything that isn’t registered, as this would set a precedent.

I'm so confused, why not just leave it alone?
In his defense, he said that old Main Street block was his favourite building in Vancouver. But apparently in Victoria the development pressures are much, much greater, so you pretty much have no choice but to tear down nice old buildings like that and build bland highrises.

The City is trying to avoid delays and costs associated to public hearings where the design meets the OCP/DCAP. We get bogged down so often by the minutiae, that ends up costing us so much time for approvals that are ultimately granted.

What's interesting is that design is the only aspect of a project that cannot be regulated under the Local Government Act beyond the Development Permit Guidelines. Even then, the guidelines are specifically meant to be generic in nature:
(8) For land within a development permit area designated under section 488 (1) (f), a development permit may include requirements respecting the character of the development, as referred to in subsection (7) of this section, but only in relation to the general character of the development and not to particulars of the landscaping or of the exterior design and finish of buildings and other structures.
