They came here some years ago and the organization said things weren’t so bad as to warrant their involvement.
Don't think that is entirely correct. They were invited here years ago to discuss what was needed to establish a chapter. There wasn't sufficient community support at the time to organize and create one. Basically you need money and volunteers. The GA support local chapters, they don't run them.
The GA are great for local residents and small businesses who need security and comfort, but it also sends a broad message that the city is unsafe which tourism and hospitality participants are not happy about.

A man arrested in connection with an incident where a passenger pulled a knife on a bus driver is wanted in Ontario on charges including attempted murder, assault with a weapon and breaking-and-entering, Victoria police say.
The arrest was made after police released photos of the suspect in the Sept. 15 incident from surveillance video.
An officer recognized the suspect as someone who had had previous interactions with police at a park in the 1400-block of Pandora Avenue. When police identified him, they learned he was wanted in Ontario.

Should be easy. They sure enforced the honking bylaws earlier in the year. They just unleashed the jackboots. Had checkpoints going into town even. Greater good priorities I guess....
Sure, but all of those honkers had something to lose. Take away their car, or fine them, or send them to court/jail - all have negative effects on lifestyle. If I lived in a tent in a park, an overnight stay in a warm room with a shower and a hot meal sounds like a pretty good deal...

That's just it, make it so pleasant for them to do nothing, and that is exactly what they will do.

They could bring out the horses and the spray. That worked pretty good in Ottawa. Trampling old ladies in walkers and beating lawful citizens. Spraying them with pepper spray and then lying about them in the media. If there is a will there is a way. There is no will here. Saying Stadacona Park has become a no-go zone for local residents and the de facto overflow camping area for Pandora Avenue, the Friends of Stadacona Park have called on the city to prohibit camping in the area.
“Our healthy, diverse green space the community depends on is now an unwelcoming and unsafe place avoided by the community,” said Michael Barr, spokesman for the group.
Barr said the group supports efforts to address the homeless problem and rejects criticism that residents are in any way anti-homeless.

During pandemic restrictions, the city allowed all-day camping, but that was supposed to end earlier this year. The existing bylaw allows tents in public parks between 7 p.m. to 7 a.m.
Barr told council that sheltering in the park continues as an all-day affair.
“The park is no longer a safe greenspace for the residents,” he said. “We are simply asking you uphold your own City of Victoria park vision, specifically a place that supports health and wellness for all.”
