I have a family member who lives just over the Saanich border from Victoria. There's a bit of "rough" area near their street, which a homeless person, complete with bikes, tarps and all manner of stuff has set up an encampment. They're somewhat concerned as they have a dog, esp. after what happened to the cat that was exposed to meth. I guess closing down Pandora wasn't without pushing the problems elsewhere.

I do think the weather is part of it, but it's not the only thing. The services offered is the major one. If other cities/provinces had enough services and proper shelter, the climate would be a non issue.
Services should be mandated by government to all provinces. Stop the smorgasbord of services. No more woke agenda .Basic services focused on recovery and services after to help people stay with recovery. We are putting tax dollars on the wrong end of addiction.

Also, where does Victoria think such a shelter would go, if not immediately adjacent to the Victoria border off Douglas, to the west? It’s not going to go in at Royal Oak. Councillor Gardiner said it’s not even about money (for Victoria). So if it’s not about the money, is the potential of a shelter on the opposite side of Victoria-proper the best solution? It will create a thoroughfare from one base of services to another, that we already sort of have between the supportive housing facilities in Burnside Gorge and downtown. A formal facility will entrench the two nodes.
Ultimately, poor Burnside Gorge.

this is the correct way, else the places that do offer get an outsized portion of their share and over subscribed services. Good move to say we want a regional response, not just for Saanich to do something.
All munis and cities across BC and Canada should be mandated to do this, with number of spaces as a proportion of their population.

The City of Victoria is hoping to broker a deal to move a supportive housing project at Royal Athletic Park — previously known as Tiny Town — to another municipality in the region.
Council unanimously endorsed having Mayor Marianne Alto write to other councils and electoral area representatives in Greater Victoria to determine if there is any interest in hosting the Caledonia Place facility starting next year.
Coun. Jeremy Caradonna said it’s important to start the conversation now as the housing project, established during the pandemic, will have exhausted its temporary-use permit at 940 Caledonia Ave. in October 2025.
He noted there is a vulnerable group of people living in the facility and he did not want council to find itself scrambling for options as it faced a fall deadline.
He said the most prudent move is to invite other jurisdictions that have the space to take it on.
“Many of our neighbours have a lot more land than we do. They have hardscapes, they have parking lots,” he said, noting the facility requires about 20,000 square feet of space and access to electrical and plumbing.
