Here is a funny story. There is a bar, outside the core, that has a homeless guy sleeping in his van in their parking lot. He looks after the lot, keeps it clean and also sort of offers night-time security in the lot to prevent break-ins and whatnot, and in exchange he gets to stay there and gets one free meal per day from the bar. One of the bartenders, that's a good friend, explained the set-up to me.

78 supportive units, 15 others.
Residents to be 50+.
No illicit drug use allowed on premises.

^ That is what they feel they need to say to get the rezoning approved. Question is who is going to enforce any of this after the fact and what is the recourse if they fail to adhere to the plan?

^ I suppose they can be fined, or ordered somehow to adhere to the zoning, by the city getting a court injunction. I suppose a private citizen or organization can also sue them.

I guess this just proves OB won't. Luckily out here in Central Saanich my biggest problem in the last year is when my neighbors dog did their business on my lawn

What Sylven said is that those 15 of 25 did not result in charges.
“That is a long way from saying we don’t believe you,” he said.
A breakdown of the 15 is as follows, according to Sylven:
• six had insufficient evidence to charge someone
• four resulted in the victim coming back later and saying the sexual assault didn’t happen
• three were what they call third party reporting, where someone else reported the sexual assault and the victim said it wasn’t the case
• two were not considered sexual assaults.
...anyway back to the homeless. Anybody go down and sing kumbaya my lord around the fire, some some wacky tobacco, or roast marsh mellows with them haha
