I agree, it would be great to see the raw data to know whether it has been interpreted correctly, or not. What I'm having difficulty understanding is why the obsession with proving that it's "outsiders" who are causing all the trouble. What exactly is the solution being suggested, then — a Chinese-style hukou system, with a national ID card and a massive fund to deport everyone found sleeping rough back to their "official" place of residence?
If so, that cuts both ways. The next PiT count should drill deeper, and ask what CRD municipality the respondent lived in before he or she ended up in a shelter or camping in downtown Victoria. If 14.2% came from Langford, then Langford should cough up 14.2% of the cost of the services these folks require.

For sure. Everybody has to come from somewhere. People move around.
What's really at issue here is the artificial exacerbation of the situation in Victoria and the political misrepresentation (as if current circumstances were somehow the product of natural local conditions).
A significant portion of Victoria's problem isn't actually Victoria's problem. This whole thing has been designed to be an unwinnable battle, ever worsening, in perpetuity.

Comfort Inn = 150 rooms (more or less)
I have no idea how many rooms there are collectively in the various non-purchased motels along the Gorge.

YES. The homeless population has more than doubled in 5 years just from in-migration. while the overall population has increased by 10 or 20% or whatever. that’s not healthy.

Even better if all those hotels are in the CoV. We can market ourselves as the "City of Shelters"; perhaps enticing tourists with a sort of Alcatraz-esque theme.

Perhaps we are overthinking this. The survey states that in March there were 270 people who were "unsheltered".
Between March and now we have provided more than 400 motel rooms for the unsheltered and 45 spots at SOFMC.
Today there are more than 250 people are living in tents in various parks and at City Hall..
The housing we have provided has done little to nothing to alleviate the issue with the unsheltered.

Exactly. Nor is it Toronto, Montreal, Halifax, Regina, Saskatoon, Calgary, or Prince George's problem. This is a national issue & should be handled as such at that level.
