Still doesn’t look fully finished from the front, but folks have moved in here now.

It really is. That's black tile right at the ground. Perhaps even better than the original. Recall that a century or so ago the front of this building was chopped off for a street widening. That's why the interior support pillars you can see are unusually close to the front.
