I heard the Northern Junk buildings are now sold.
Mayor Fortin, reacting to the idea of demolition:
"The city is interested in retaining the heritage characteristics of those buildings and we look for opportunities to work with the owners and potential buyers to find something suitable for those two sites," he said. "They clearly occupy a gateway to our downtown and that offers some fantastic opportunities to retain the character of Old Town."

Now all we need to do is get the other gateway with heritage characteristics into the picture.
Retain the Johnson Street Bridge and you retain the character of Old Town.

Vancouver-based Reliance Properties has announced plans to restore two historic downtown Victoria buildings.
The Northern Junk buildings, in the 1300-block of Wharf Street along the harbour and just a stones throw from the Johnson Street Bridge, have stood unoccupied for years as one developer after another attempted to secure the valuable real-estate.
“We anticipate a mixed-use residential and commercial project,” said Jon Stovell of Reliance Properties, a firm that has been involved with heritage restorations in Vancouver for many years. [...]

There's nothing about the Northern Junk building that's heritage. Nor the eyesore of the bridge.
You raise a good question about the bridge's historical value. Does anybody know the particulars re: who designed the bridge or when it was built? Do other cities have similar bridges? If so, are those other cities maintaining their bridges or are they planning to replace them?

You obviously haven't seen the bridge that city has already chosen.

These buildings are not very big. It would be hard to get a good return on just using these buildings. Maybe they could leave the buildings intact and then build five storey structure above them.
