I say tear it down, put underground parking, do the retail part properly (instead of just renovated), then put 1 or 2 floors of residential above. Done.

Here are a couple of pages done just until you find the right program. This will be an awesome project though. i am very glad Food Country is staying and hopefully getting bigger! Also losing that side parking lot is a great idea.
