Yeah, but when one of the original owners comes back to collect the car you now own it might get a little messy.

So the city can seize your car, sell it and put none of the money towards the debt? WTF
I think if that happened here Helps and every member of city council would have 4 flats each and every day for the rest of their lives

Some countries have tried that I believe. Reducing vehicles is something major cities are really ramping up to do.

oslo is removing 650 on-street parking spaces, that's all. no car ban.

You mean cities with efficient, high-capacity commuter systems? Or cities with barely connected, relatively low-capacity bus systems?

Jumping in here: In places throughout Europe, towns and cities are closed off to any vehicle traffic other than the outer linkways (say Blanshard for example). But here's why it works - they have GREAT transport systems and lots of options. Subway systems, frequent trains in all directions, ferries, busses that run nearly 24 hours etc. etc. The systems work because they have multiple other means of transport and they still allow the city centers to be fully accessible. They also have regular police foot patrols and community officers keeping the peace and as safe as they can. We have none of this.
What about vehicles for those with limited mobility - where are they or their caregivers supposed to park? Blocks away? Some certainly cannot ride a bike...
Some people simply need to have their cars. Whether it's to rush home at the end of the day to pick up kids or living out in the Westshore for affordability. We can't assume that biking is an option for everyone. It's a fraction of the pubic that this fits into their lifestyle.
Last point is on physical safety: I live downtown where our building has 60 or so spots for its 90+ units. My neighbour often works late but has always parked on the street as the 9-6 parking hasn't really effected her, however, given noticeable increase in crimes around us (multiple car break-ins, Yates St parkade assaults, the usual Johnson st mayhem, general lurkers in the area) the new residential buildings around us and the really limited number of parking options (we have lost 2 parking lots to condo buildings in the last 3 years), the only option is to park a few blocks away in an even more dodgy area and walk home at night from said spot in heels with several hundred dollars worth of equipment (computer, phones etc.) hoping you don't get harassed. So, she no longer feels safe in Helps' Victoria. And quite frankly, nor do I.

Yup and from a very small part of their core...like closing Government St from Belleville to Johnson....but they'll make it out like its the whole downtown...go to Google streetview and roll around Oslo, looks like they have 2 main highways circling the city plus a major train hub as well as streetcars...not exactly Victoria

she's part of a car-share. and presumably can also take the bus and cabs. or maybe a city vehicle? it does not seem that big a stretch.

To be honest, if you were to take a cab everywhere......you’d be well ahead of owning your own car, cost wise.
You've pretty much described the 1.6 million people who live in Manhattan, the most "car unfriendly" city on earth.
To many long time Manhattanites, the concept of actually owning a car is as foreign as owning a 150' yacht.
Cheap Manhattan parking (way far away from either Times Square or Downtown) is around $500.00 per month.
Expensive Manhattan parking (like anywhere on 5th Ave or Broadway) is between $1200.00 and $1500.00 per month.
Of course for some folks, those who've paid $10 million for their condo on Central Park, such trivialities are easily overlooked.
But if you live in Washington Heights, and work at the Starbucks in Times Square ... there certainly isn't any sort of personal vehicle involved ... nor will there ever be.
