“These are pretty amazing people who are taking these calls.”

 

 

And at any given time about 30% of them are off sick.

Report of possible explosive device prompts evacuation of downtown Victoria housing complex

Police evacuated a supportive-housing complex near Christ Church Cathedral for several hours on Sunday while they investigated a report of a possible explosive device.

Entrances to Mount Edwards Court at 1002 Vancouver St. and the nearby sidewalk were blocked off from about 2 p.m. to shortly before 5:30 p.m., when police declared it was “all clear” and that no explosives were found.

Victoria police spokesperson Cheryl Major said officers were responding to a report of a “possible explosive” discovered in someone’s belongings.

About 20 evacuees took shelter in a B.C. Transit bus parked on Vancouver Street.

VicPD Welcomes Six New Recruits

Date: Thursday, January 9, 2025

Victoria, B.C. – VicPD staff, relatives and friends gathered this morning to welcome six new police officers to the VicPD family.

“The six recruits sworn in today bring unique skills and perspectives that will contribute to the future of the Victoria Police Department,” says Deputy Chief Constable Jamie McRae. “They will make a significant contribution to our community and, with half of them female, it marks an important step towards achieving gender balance and inclusivity. All the new officers represent a commitment to responsibility and a legacy that honours our tradition as one Canada’s most well-respected organizations. We are excited to see the fresh ideas and energy you will bring, and we welcome you to the VicPD family.”

Every recruit brings extensive volunteer and community service experience, along with diverse perspectives and skills that will help them serve the communities of Victoria and Esquimalt.

Deputy Chief Jamie McRae Welcomes Six New Recruits to VicPD

Matthew studied Police and Justice Studies at Thompson Rivers University. He comes from a family dedicated to community service; his father is the Chief of the Victoria Fire Department.

Aya worked as a teacher in the Sooke and Langford school district, served as a protection services officer for Island Health and volunteered as a VicPD Reserve Constable.

Zachary played lacrosse internationally and then worked with the correctional services in B.C. where he managed the operations of the jail.

Valerie served in the Royal Canadian Navy for 20 years. She also trained with the Canadian Coast Guard, performing search and rescue operations and responding to various emergencies such as fires and medical crises.

Cameron was an assistant coach for local hockey clubs. and most recently worked at VicPD as a jail guard.

Sydnee has volunteered as a Reserve Constable with VicPD and served as a support worker at the Sooke Shelter. She has also worked as a crime prevention worker with Saanich Police and, most recently, as a protection services officer for Island Health.

The dedication of these new recruits shows a strong commitment to community engagement, trust and understanding. Their practical skills and an appreciation for cultural and social dynamics enables them to connect with diverse groups and reflects VicPD’s commitment to attracting high-quality candidates looking for a challenging career in policing.

In 2024, VicPD hired 24 officers, with 30 per cent of those being female.

628 Impaired Drivers Stopped in 2024

January 8, 2025

In 2024, Saanich Police stopped 628 impaired drivers, the highest number since the Province instituted the use of the Immediate Roadside Prohibition (IRP) program. This surpasses the previous record of 468 impaired drivers stopped in 2023.

Penalties incurred by Drivers in 2024:

110 lost their license for 24hrs related to alcohol
43 lost their license for 24hrs related to drugs
178 lost their license for 3-days (IRP)
11 lost their license for 7-days (IRP)
2 lost their license for 30-days (IRP)
278 lost their license for 90-days (IRP – 103 more than in 2023)

Note: All drivers subject to an IRP had their vehicles impounded for 3 to 30 days.

The 90-day FAIL/Refuse IRP category saw the largest increase over 2023. These drivers either failed a roadside screening device or refused to provide a breath sample, resulting in a 90-days license suspension and a 30-day vehicle impoundment.

Of the impaired drivers we stopped, 37 (13% of the yearly total) held a class 7 license. 18 were subject to driving prohibitions. 10 were currently subject to the interlock program, and 21 had completed the interlock program.

“While I recognize and commend our officers for their commitment, hard work, and dedication to ensure that Saanich Streets are safe, setting records for impaired drivers caught in back-to-back years is very concerning,” said Chief Constable Dean Duthie. “Impaired driving is selfish and endangers everyone in our community – there are many safe options available for people such as public transit, ridesharing, and identifying a designated driver. It just requires some planning and responsibility. The Saanich Police will continue to allocate the necessary resources to take impaired drivers off our streets and ensure they face the consequences of their dangerous decisions and actions.”

Consequences of Driving Impaired

If you are caught driving impaired, you may be subject to the following:

Under Section 215 of the Motor Vehicle Act (MVA):

officers have the right to suspend a driver’s license for 24hrs if they believe the driver to be impaired.

Under the Immediate Roadside Prohibition (IRP) rule:

3-day WARN: breath sample registered WARN – license seized vehicle impounded for 3-day
7-day WARN: breath sample registered WARN / second time in 5 years – license seized vehicle impounded for 7-days
30-day WARN: breath sample registered WARN / third time in 5 years – license seized vehicle impounded for 30-days
90-day FAIL/REFUSE: breath sample registered FAIL or driver REFUSED to provide – license seized for 90-days vehicle impounded for 30-days.

Note:

Under section 215 or the MVA, a driver can reclaim a license from the police department that seized it.
Under the IRP rule, a driver’s license is not returned; the driver needs to seek a new license through ICBC.

Const. Jason Elias Sammoun (born 1985) of the Ladysmith RCMP was charged with one count of uttering threats and two counts of sexual assault with a weapon or causing bodily harm on Dec. 30, 2024.

All charges stem from incidents that allegedly occurred on April 1 of last year in both Nanaimo and Victoria.

A B.C. RCMP spokesperson says Sammoun has been suspended with pay.

"Immediately upon learning of the circumstances, a Code of Conduct investigation was initiated and remains ongoing," Sgt. Vanessa Munn said.

Sammoun is scheduled to make his first appearance in a Nanaimo courtroom on Jan. 30.

The total cost of monitoring these events is still being tallied, but from Jan. 1 to Oct. 18,  2024 VicPD spent nearly $1.5 million on “overtime expenditures centralized,” which covers protest costs and some “emergency responses.”

 

That’s up more than $1 million compared to what was seen during the first 10 months of 2023, when VicPD spent $494,100 on the same costs.

 

This year, VicPD budgeted $643,990 for “overtime expenditures centralized,” meaning the first 10 months of 2024 blew past that total by 178.5 per cent – or an additional $505,658 – of its budget for the entire year, according to VicPD’s November report to the Victoria and Esquimalt Police Board.

VicPD’s data show an overrepresentation of force used against Indigenous people. Data from 2018-2023 indicate 17% of use-of-force incidents involved Indigenous people, despite only representing 5% of Victoria’s population. Data also showed a slight overrepresentation of force used on Black people, making up 3% of incidents despite representing 1.3% of the capital’s population.

Four Greater Victoria police chiefs have notified Education Minister Lisa Beare that they have lost confidence in the Greater Victoria School Board.

“We have reached a point where we no longer see a productive and meaningful path forward collaborating with the current board. Regrettably, we as police leaders have lost confidence in the board,” says a letter signed by West Shore RCMP Supt. Todd Preston, Saanich Chief Dean Duthie, Oak Bay Chief Julie Chanin and Victoria Chief Del Manak.

The Chiefs of Police misrepresenting the situation as a loss of confidence in the School Board is not only pointless, it's false.

What we're seeing is simply a fundamental disagreement that has not yet been resolved, something that happens throughout society, and which happens all the time.

 

If calling it a loss of confidence was accurate, the School Board could quite legitimately say that they've lost confidence in the Chiefs of Police, a pointless exercise that only results in a continuance of the existing stalemate.

 

It's clear now that the Province has to step up to resolve the issue by either removing the School Board Trustees, or announcing that all involved will be required to accept that there will be no police officers in schools at the current time.

Pick one.

 

Either way, misrepresenting the stalemate as the Chiefs of Police "losing confidence" in the School Board needs to be re-packaged as the Chiefs of Police simply noting that they've failed at negotiating a resolution to the issue of placing police officers in local schools.

I’m with Blair. The “loss of confidence” statement is designed to sound official- evoking the false notion that chiefs of police can affect change through a quasi-parliamentary-sounding process.

It’s propaganda. And it does seem to fall outside the bounds of normal public body negotiations.
