Manak pointed out to two recent incidences which involved violent men barricading themselves inside buildings. On Monday a man barricaded himself inside of the Emanu-el Synagogue in downtown Victoria, which required a massive police presence and the evacuation of a nearby daycare. On Sunday a similar incident happened at a residential building on Richmond Avenue after a violent domestic dispute.
“What happens then is while these incidences are going on we don’t have the ability and resources to have other officers available to pick up the slack,” Manak said. “It’s a ripple effect.”

did these two calls really need a massive police response? i'm not sure they did unless the subject of the call was threatening to shoot up the places they were at.

i think part of the issue he pointed out was that the officers are not getting the downtime they need after dealing with a high stress situation where lives are on the line, effecting officers on a mental/emotional level and it's creating burn out
there's also the situation that officers are stretched thin with what they have to do they are not just sitting around waiting for a call.. and things get low prioritized.. and effectively saying "we're too busy to deal with the more "minor" issues" and it's giving those who do cause those issues (theft, vandalism, low level drug dealers) a free reign and these smaller infractions are starting to get bigger and more brazen because they have been getting away with it...

Victoria police have taped off the block between Amelia Street and Pandora Avenue after two people attempted to break into a building early Tuesday morning and have since refused to leave. Several emergency responders are on scene in the 1500-block of Amelia Street, including the Greater Victoria Emergency Response Team, Victoria police, the VicPD K9 unit and firefighters

A man with a sword was arrested outside the Save On Foods in Vic West...Victoria police responded to a call about a verbal disagreement involving a man with a sword in the Westside Village Shopping Centre around 6 p.m. on Dec. 18...After being taken into custody, the suspect was transported to West Shore RCMP as there was a pre-existing warrant out for him in that jurisdiction...

Police in B.C. will not have a say in whether or not they are interviewed for an officer-involved shooting, according to a decision that came down from the B.C. Court of Appeal Monday.
In a unanimous decision written by Justice David Harris, the duty of a police officer to cooperate with the Independent Investigation Office is “mandatory, not qualified.” The IIO investigates all police-related injuries in B.C. where someone suffers “significant” harm.
The appeal was sought by Vancouver police after the IIO wanted to interview officers in connection to a case where a man was fatally shot by police at the scene of a robbery on Nov. 10, 2016.
The Vancouver police asked the IIO for a pre-interview disclosure, which the police watchdog denied. The officers then declined to be interviewed, after which the IIO brought a petition to B.C. Supreme Court which asked for the officers to be ordered to attend.
In his decision, Harris wrote that police have a “duty to cooperate fully” with the IIO.
“Nothing in the wording of the statute supports the inference that police officers can withhold their cooperation with the investigation, if they disagree with the terms on which it is being conducted,” he noted.

this is long overdue. certainly if they do not want to cooperate that's their decision but at that point they must be terminated with cause from the police force.

I find these “excuses” for the acceptance of street crime to be unbecoming of a co-chair of the Victoria Police Board.
Really? People don’t steal for no reason? That’s your stance on this?
Nobody needs a reason to steal from others. There is no excuse for criminal behaviour.
Do your job for Christ’s sake woman. Protect your constituents. Don’t make excuses for the criminals that are terrorizing our men, women and children that deserve to be protected on your streets.
