Oh ya.  Those are (except I do not know where Bong Bros is).  It's funny, my regular DVBA newsletter has not welcomed any of these new businesses.

No, if you are in the area they run, you pay a levy on your property tax.  Or at least your landlord does, and likely passes it on to you.  You just pay $5 a year if you want to vote at their AGM.

 

New businesses in the catchment are routinely mentioned in the newsletter.

 

I have not paid my $5 in years, but I'm still listed as a business.

Loblaw Companies Ltd. announced Thursday it will close 52 underperforming stores across Canada and the U.S. as it begins rationalizing its sprawling empire, which includes Shoppers Drug Mart and Joe Fresh, No Frills, T&T, Zehrs and Fortinos, among other banners.
