there is no reason not to be a big coal port. rock bay has a long coal history.

If the coal stacker gets stuck would we regard it as a miner inconvenience?

They've been SLOWLY rolling the giant coal stacker / reclaimer onto the Dynamic Beast barge today. While not quite as slow a moving a Saturn V rocket to its launch pad, it's slow...
Note how the wheels adjust in height to keep the stacker level as it traverses up the loading ramp onto the barge. Looks like they also went with a different company, Mammoet, than what Ramsay used for their stacker transport.

Meanwhile...
At another part of the shipyard is this barge with gigantic sidewalls - taller than I've ever seen. The third pic shows some perspective. A constant stream of cement trucks came through the yard pouring a concrete floor in the barge.
