Just wait for the gridlock when the government imposes the cool off periods and sellers are even more uncertain when it comes to selling.

The supply of homes listed for sale across B.C. is at a historical low, said the British Columbia Real Estate Association.
There were 19,214 active listings in October across the province — a nearly 40 per cent drop from October 2020, and an all-time record low.
Home inventories have also fallen for five consecutive months.
“The story across the province continues to be the record low number of listings,” said Brendon Ogmundson, chief economist of the BCREA, which represents about 23,000 realtors across the province.

It won't really change the market much in terms of average pricing, it will just introduce more uncertainity and the process.

No, it will be a statutory condition. Sort of pointless if buyers can waive the condition since you will just be back to where you are today.
I am not arguing for or against but the whole point of any statutory condition is that it creates a level playing field for all parties,

Exactly, totally different on pre-sales. Plus, if you do collapse a pre-sale you are putting out some multi-millionaire developer.
You collapse a re-sale a non-sophisticated seller could be trying to line up another place to buy, etc. It will add a whole ton more uncertainty to the process.
