...In my humble opinion the accent color should be a big brighter to make it pop more.

Agreed.

They better have AC inside, that black paint on brick is going to make it an oven inside in the summer

^Good point. Although, a couple of years ago I had my stucco house painted from white to a dark grey and I didn't notice any temperature difference in the summer months.

The seagulls will love it.

true, but stucco is not continuous, meaning there is plywood and wall framing that makes up the exterior wall with thermal breaks.  In those old brick buidlings, brick is the exterior wall construction except for some minor drywall on the inside if they went that far

Here I was thinking it looked cool, and Im not taking into the negative attributes. Makes a lot of sense regarding the temperature and seagulls.

Good points about the temperature and the seagulls.

Old brick buildings get hot enough when the bricks are just their natural red. This place could be quite toasty in the morning sun...

Yeah I think the accent color is a bad choice. Black's not bad (though yeah, seagulls...) but this looks pretty bad at night right now the way it is IMO. Not sure if there's some lighting changes that'll improve that.

Are there rules about what colour you can paint a building? In a way I am surprised this is even allowed.

There are lots of black buildings around the world, massive ones even. Vancouver's TD Bank Tower, Trump World in NYC, former world's tallest Sears Tower, etc, and there's that government office building at Douglas and Herald.

Yes and no. Depends on the zoning and the conditions of the development/building permits.

It doesn't look like they are painting the brick in front.

The parts they have painted black were already painted some awful orangey-red color. The front was always just bare brick, and I'd hope they'd keep it that way.

They are taking down the scaffolding along the front and I must say it looks great. I'll try to get picture later.
