On the whole of course renters are more problematic.
Those in my building who rent tend to be less problematic than those who own.

^ and also goes to show that renters get painted with being the problem when they are not, leading to rental restrictions and limiting supply even more.
I think a balance needs to be struck. Our building allows max 5 of 27 suites to be rented at a time, which I think is pathetic. When I moved in it was limited to 9 which is more realistic. We had a couple of hardship rental requests over the pandemic, both were initially rejected by the strata council. One of those decisions was reversed on a 'technicality' and the tenants - you'd barely know they're here.
I'd be perfectly happy with a number like 50% of the building, minimum lease period of 1 year. Maybe even a higher % providing the owner has previously lived in the suite for a period of a year or more as this combination would limit people buying suites to use as high turnover rentals.
