Child Sex Offender Arrested At Gonzales Beach After Being Spotted By Off-Duty VicPD Officer

 

April 20, 2021 - File: #21-14569

 

Victoria, BC – A man violating court-ordered conditions with a history of convictions for sexual offences, including offences against children, was arrested by Community Services Division (CSD) officers on Friday afternoon after being spotted on Gonzales beach by an off-duty VicPD officer.

 

CSD officers were called to Gonzales beach by the off-duty officer just before 5 p.m. on FridayApril 16th. The off-duty officer spotted the man on the beach, whom he knew to have court-ordered conditions barring him from both public beaches and from being in close proximity to children. The officer called for on-duty officers to assist.

 

The on-duty officers arrived, observed the man in breach of his court-ordered conditions, and moved to arrest him. The man initially fought with officers and a brief struggle ensued before he was taken into custody. No one was injured.

 

The man was held in custody and faces two recommended charges for breaching court ordered conditions.

Daniel Shumka is described as a 50-year-old Caucasian man with short brown hair and brown eyes. Daniel Shumka stands six feet, one inch tall, and weighs approximately 195 pounds.

Daniel Shumka is wanted for drug trafficking related offences and failing to appear in court.

Indecent Act at View Royal Elementary

The West Shore RCMP are investigating a reported indecent act which occurred at View Royal Elementary, shortly after school had let out for the day.

On April 12, 2021, at approximately 3:15 pm, a man entered the school grounds and exposed himself to two young girls who were playing on the field. The girls, aged 11 and 5, ran away from the man and reported the incident to a staff member.

The man was described as Caucasian, with short dark hair, clean shaven, and wearing blue jeans. He appeared to be between 30-40 years old and was possibly wearing a two tone jacket with black in the middle area.

A comprehensive search of the area conducted by both Front Line officers and the West Shore RCMP Police Dog Services (PDS) was unsuccessful in locating anyone who matched the description given.

This is the kind of incident that garners a visceral response from both the public and the officers responding to the call, said Cst. Meighan Massey, the Media Relations Officer for the West Shore RCMP, We are conducting a thorough and methodical investigation into the incident. Kudos to the two girls who kept their wits about them, got themselves to the school monitor and reported right away.

Investigators are asking for anyone who was in the area that day or lives in the area, to check home and vehicle surveillance equipment for any possible images of a man matching the description provided above. Three Arrested After Double Stabbing

Victoria, BC – Patrol officers have arrested three men after a double stabbing in Victoria yesterday sent two people to hospital with potentially life-threatening injuries.


At approximately 3:30 p.m. on Monday, April 20th, Patrol officers were called to the 900-block of Pandora Avenue for a report that two men had been bear sprayed and stabbed. Officers attended and located two men who were victims of the incident, suffering from potentially life-threatening injuries. The men were transported to hospital by BC Emergency Health Services paramedics. Following treatment, their injuries are now considered non-life-threatening.


Investigating officers identified three suspects in the incident. Shortly before 5 p.m. officers located and arrested one of the suspects in Bastion Square. Less than twenty minutes later, officers located and arrested a second suspect in the 1400-block of Vancouver Street.


One man remained outstanding. Investigators identified this third man and worked to locate and arrest him. Investigators believe this was a targeted incident and did not believe there was a risk to public safety.


Shortly before noon today, Community Services Division officers located and arrested the third suspect in the 900-block of Pandora. All three men were held in custody.


Detectives with VicPD’s Major Crime Unit are continuing the investigation.

Andrew is described as a 47-year-old Caucasian man with short grey hair and green eyes. Andrew is five feet, seven inches tall, and weighs approximately 170 pounds. Andrew has a tattoo on his right forearm of an eagle. A photograph of Andrew is below.

 

 

Andrew was last seen in Victoria on April 7th. While Andrew Swanson is wanted on warrants for assault by choking and obstructing police, Patrol officers are working to locate Andrew and ensure that he is safe.

Suspect Sought After Missing 15-Year-Old Choked In Tent In Beacon Hill Park, Responding Officers Assaulted

April 21, 2021 - File: #21-15214

Victoria, BC – Officers are working to locate and arrest a 38-year-old suspect after he assaulted a missing 15-year-old in his tent in Beacon Hill Park last night. During their investigation, responding officers were confronted by those camping in the park, who obstructed officers’ and paramedics’ attempts to transport the victim to medical treatment. Two officers were assaulted, and suffered non-life-threatening injuries.

Shortly after 10 p.m. Patrol officers were called to Beacon Hill Park, near Douglas Street and Circle Drive, by BC Emergency Health Services paramedics and Victoria Fire Department firefighters, for assistance as they responded to a medical call. When the medical responders arrived they learned that a 15-year-old had been assaulted and choked in a tent at that location, and called for officers.

Officers attended and located the victim, being treated by paramedics for non-life-threatening but potentially life-altering injuries from the assault. Numerous people who are camping in the park stood close by and were interfering with the victim’s medical treatment. Officers learned the suspect had left the area.

When officers attempted to speak with the victim, numerous people who are camping in the park began to intervene, urging the victim to not speak with officers, to not go to hospital for medical treatment, and to leave the area. They began confronting the officers and paramedics and continued to urge the 15 year-old victim to leave the area, physically grabbing the victim and pulling them away.

Having significant concern for the victim’s safety, officers apprehended them under the Child, Family and Community Service Act. A struggle ensued between those camping in the park, the 15-year-old victim, and officers. Officers called for a “code 3” response and additional units responded to assist.

One officer was bitten and another struck in the mouth with spit while the victim was carried to the ambulance and secured for transport to the hospital. The victim was transported to hospital for treatment without further incident.

As they continued their investigation, officers learned that the victim is developmentally delayed and had been reported missing from home. Other officers were working to locate the victim at the time they were discovered in Beacon Hill Park.

The suspect, a 38-year-old man with numerous recent charges, including assault causing bodily harm, assault with a weapon and breaching court ordered conditions, has been identified. Officers are working to locate the man and take him into custody.

Officers do not believe there is a risk to the wider public at this time, but are working to locate the suspect now.

This file remains under investigation.

West Shore RCMP responded to 164 calls for service over the last weekend, including numerous bear spray attacks, domestic violence incidents and mental health concerns.

 

On April 17 at 6 p.m., an assault involving bear spray at the West Shore Town Centre was reported to police. They responded and arrested a 21-year-old man who had no fixed address. He was later released on an undertaking for possession of a prohibited weapon and possession of a weapon for a dangerous purpose.

Police responded to five different domestic violence incidents over the weekend and 16 calls concerning mental health.

To  councillors who vote to keep our children and citizens unsafe  what will it take to  make you change your minds . Your partner killed your own kids injured ,being sexual assaulted  ,house burned down what will it take . Please let us know .The citizens are waiting for you to do your job .

You want 24 hr camping fine stop building bike lanes put cops on duty on duty at the tent cities and surrounding areas   . Campers don’t like it too bad .

Here’s the press release our valiant journalists re-wrote and put their name to. Why do we even have journalists when no ounce of energy was put toward elaborating on any of these crimes? Not one question to the RCMP, just the sort of re-write that in high school would get you a fail for plagiarism.

Violent weekend with two RCMP officers assaulted

Despite the ongoing pandemic and COVID restrictions in place, the West Shore RCMP responded to 164 calls for service over a 48 hour period this past weekend, including many violent assaults.

This weekend saw an increase in violent incidents, one of which resulted in two officers being assaulted, although thankfully not seriously injured, said West Shore RCMP Corporal Chris Dovell, There were many other assaults, mental health concerns and conflicts reported. These reports speak to the stress we are all under with the unique situation we find ourselves in.

Calls for service this weekend included:

Three separate assaults using bear spray, which are believed to be unrelated at this time.

The third bear spray related incident, which was reported on April 17, at 6:00 p.m. and occurred at West Shore Town Centre, a 21 year old man with no fixed address, was located by Police Service Dog Halla and Corporal Dave Lewis. He was later released on an Undertaking for Possession of a Prohibited Weapon and Possession of a Weapon for Dangerous Purpose.

Also on the 17th, responding to an incomplete 911 call, officers located an intoxicated woman, who had been arguing with her boyfriend, also intoxicated. Despite de-escalation attempts by police, the woman continued her aggressive behaviour. The woman, a 26 year old resident of Langford, resisted and assaulted two officers while being taken into custody. She has since been released with conditions for the offences of Assaulting a Police Officer and Mischief.

A handgun was located in the water at Esquimalt Lagoon by a member of the public.

Break and Enter at the Colwood Municipal Hall, where a town truck was stolen and recovered nearby, abandoned.

There were five domestic violence incidents reported and sixteen calls involving Mental Health concerns.

Good grief, what a gong show out in Langford, Colwood, Westshore, or whatever it’s called now. I refuse to go out there, they won’t get my business - cars everywhere, no bike lanes, crappy sidewalks, it’s all so embarrassing. Surrey 2.0. Stew Young and his council need to go - he’s ruined what was such a nice peaceful rural municipality. Crime capital of Vancouver Island. Sad.

He's with me right now, having a picnic at Beacon Hill Park right now.. (too cold at the Clover Point Parking Lot) Feels much safer than Westbore/Crawlwood. Seems like a friendly place here, lots of people hanging out, cooking outdoors, having a few drinks, some even have day tents..

Victoria, BC – Patrol officers arrested a 38-year-old man yesterday after he assaulted a 15-year-old in his tent in Beacon Hill Park on Tuesday night.

Shortly after 10 p.m. on Tuesday, April 20th, Patrol officers were called to Beacon Hill Park, near Douglas Street and Circle Drive, for a report that a 15-year-old had been assaulted and choked in a tent at that location. The victim suffered non-life-threatening but potentially life-altering injuries. Officers continued their investigation and identified the suspect, who had left the area.

At approximately 4 p.m. yesterday Patrol officers located and arrested the suspect within Beacon Hill Park. Officers transported the man to VicPD cells where he was held to await court. The man faces several recommended charges in relation to this incident, including assault, assault by choking, assault with a weapon, sexual interference, and sexual exploitation.
