Mounties recall finding slain man

As soon as West Shore RCMP Const. Daryl McDonald opened the door of Martin Payne’s home in Metchosin, he saw a large amount of blood on the floor.

So on the morning of July 12, 2019, Staff Sgt. Raj Sandhu made the decision that officers should enter Payne’s home on Brookview Drive. A locksmith arrived and McDonald and Cpl. Hayden Barrow entered Payne’s home.

“The door was open and there was a comforter or duvet on the floor,” McDonald testified. “There was a large amount of blood. Beside the comforter was a couple of black garbage bags.”

A door on the right side of bedroom was closed. With all the blood, McDonald testified, he wondered if Payne had injured himself in his workshop and gone into the bathroom.

“I opened the door and Mr. Payne was on the ground. His head was towards the toilet. He was face down and his head was turned. There was a large amount of blood on the floor and there was some duct tape on his leg,” McDonald testified.

He said he and Barrow went out the door, locked it and notified the Vancouver Island Integrated Major Crime Unit.

Barrow testified Thursday that he received a call from major crime unit investigator Jason Kerr, who wanted to know if they had cleared the house.

Because they “foolishly” had not checked to see if there was anyone else inside, they went back in and went through the rest of the house, Barrow testified.

Melanie Bishop, security intelligence officer at William Head penitentiary, was also on the stand. She testified that she had dealings with both Busch and Armitage while they were at the prison, before and after they escaped.

She identified Busch in the courtroom, telling prosecutor Sofia Bakken that he looks “extremely” different than he did at William Head.

“He has lost weight. He’s thinner. He has long hair. He was always bald in the institution,” Bishop testified. “He looked much harder and angry when he was at William Head.”

I know this is just snippets of testimony.

But it’s odd that he thought maybe the issue was an accidental injury when they already knew there had been a prison escape.

It’s also odd they did not have a plan to check the entire home whether or not they found a victim, since they knew there had been a prison escape, and Payne’s failure to report to work was extremely unusual.

No wonder the family is suing all involved.

A 10-year-old Wisconsin boy has been charged as an adult with first-degree reckless homicide after he fatally shot his mother, telling police he was upset she wouldn’t let him buy a virtual reality headset on Amazon.

The shooting unfolded at 6:50 a.m. Nov. 21 in the 7400 block of North 87th Street in Milwaukee.

Just a day later, the boy went on to buy an Oculus Virtual Reality Headset on his dead mother's Amazon account and even asked his grandmother whether his package had arrived, according to the criminal complaint.

His 44-year-old mother, identified by NBC affiliate WTMJ of Milwaukee as Quiana Mann, was shot at close range. The bullet entered her right eye and exited the back of her head through her skull, the criminal complaint said.

The boy initially told investigators that his mom woke him up at 6 a.m. and that he retrieved her gun from her bedroom and went to the basement where she was doing laundry, the complaint said. As he was twirling the gun around his finger, it “accidentally went off,” the complaint said.

After he killed his mother, he went to the second story bedroom to awaken his 26-year-old sister, who discovered their mother was dead and called 911, according to the complaint.

But in later interviews with police, the boy admitted he was not twirling the gun around when he shot his mom, the complaint said.

He admitted that “his mother would not allow him to have something from Amazon that he wanted to have,” it said. And he admitted that he retrieved the gun because he was mad at her for waking him up at 6 a.m. when he usually sleeps until 6:30 a.m. and admitted getting his mother’s keys to her gun lockbox the night before, according to the complaint.

He went to the basement and took up a shooting stance, the complaint said. He said his mother walked in front of him when he tried to shoot the wall to "scare her," and he admitted that he “shot her in the face when she was approximately three feet away,” the complaint said.

Police have made a second arrest of a man linked to the Hells Angels following a years-long investigation into the illegal drug trade on Vancouver Island, and two men remain outstanding.

The Combined Forces Special Enforcement Unit B.C., which is the province’s anti-gang unit, announced on Dec. 1 that four men linked to Hells Angels chapters on Vancouver Island have been charged with 41 counts of drug and weapons-related offences.

At the time of the initial announcement, Ladysmith resident William Bradley Thompson, 58, had been arrested and released before his next court appearance.

CFSEU-B.C. said William Karl Paulsen, a 51-year-old Campbell River resident, had been arrested on Dec. 1 and released awaiting the court process.

This guy just loves to drive! I’m glad the sentencing doesn’t reflect any effort to take that motivation away from him. He deserves space to spread his creative wings. If that’s in your car, so be it.

Details from Saanich Police:

One building on campus was evacuated by police on Friday after a threatening message was discovered written on a washroom wall.

On Friday, December 2, 2022, just before 10 am Saanich Police received a report that a written message was found on a wall inside a washroom that threatened a shooting to take place that morning at the University of Victoria.

This prompted a quick and heavy response from the Saanich Police who also requested assistance from the Greater Victoria Emergency Response Team (GVERT) and the Integrated Canine Service. Officers contained the Cornett Building, which is where they suspected the threat may have been targeted.

Police were in constant communication with UVic Campus Security and other UVic staff to ensure that the procedure was done in a safe manner and that it kept students and faculty informed.

GVERT evacuated all persons from the Cornett Building and then conducted a safety sweep to ensure that the building was safe to occupy. Once this was done, students and staff were able to resume class as scheduled.

“We appreciate all of their patience and understanding during the entire course of this incident, which certainly would have been alarming,” said Cst. Markus Anastasiades.

Our Major Crime Unit is investigating this serious offence and is working with the Oak Bay Police Department to determine if there is a connection to similar messaging that was found in a washroom at a local high school on November 30.

Anyone with information is asked to contact the Saanich Police Department at 250-475-4321 or report anonymously through the Greater Victoria Crime Stoppers at 1-888-222-8477.

Know it all.

RCMP analyst confirms three sets of DNA found on Metchosin murder scene evidence

Dec. 2, 2022

An expert testified in a Metchosin murder trial Friday about the genetic material left on evidence at the victim’s home.

Christine Crossman, an RCMP forensic biologist and expert in DNA analysis, prepared four DNA reports based on evidence from the homicide investigation.

Besides Payne’s DNA, the known source, Crossman and analysts from an RCMP forensics lab found two individuals’ DNA was found at the scene.

Police gave the lab two other known samples but the law prohibits the lab from receiving the names of those sources. The lab linked the samples to DNA profiles from two men – “male one” and “male two” – on evidence associated with the investigation.

Blood on a white, waffle-knit shirt – one of the many bloody items stuffed in several garbage bags in the home – contained Payne’s DNA. Several similar waffle long-sleeves were found inside both inmates’ William Head dwellings.

Male one left DNA on the inner collar and armpit of the shirt, as well as the inner palm of a white faux leather glove and the interior cuff a white sock found at the rural home. The latter two items also had Payne’s blood on them. Male one’s DNA was also on chewing gum found at the scene and was on a cigarette butt in Payne’s truck.

The victim’s DNA was also found in blood on Asics and New Balance shoes, which respectively left confirmed and possible footprints in the ensuite bathroom where Payne was found.

Blood on black Carhartt jeans also belonged to Payne. A blood spatter analyst testified those jeans would have to be in close proximity to Payne when his blood was struck. DNA from two individuals, including Payne, was in the pockets and waistband of the jeans.

Male two’s DNA was linked to the tongue of the New Balance left shoe, two sets of underwear and a second pair of boots. One of the underwear pairs, black Lululemon, and the shoes had Payne’s blood on them.

In his cross-examination, Busch’s defence lawyer Ryan Drury had Crossman clarify that while the white gloves and waffle-knit shirt had a mix of two DNA profiles on them, male two was not linked to either.

On the pieces that did have male two’s DNA, Drury also had Crossman confirm that RCMP analysts couldn’t say what kind of genetic material left the DNA deposits, how long any of the DNA had been there or how it was deposited there.

However, the analyst said multiple times in her testimony that their job is to identify the DNA profiles that are present, not speculate on how they got there or uncover how long they’ve been on a piece of evidence.

Well, yeah. Know of quite a few escapes over the years (including more complex desperado stuff) and one thing they often have in common is...no freaking plan. Few of these guys can so much as cobble together a friendly fellow felon on the outside with a car, ex-girlfriend with transport, whatever. Stuff em in the trunk, get on the ferry and then you're off to the races. But NOOOO...

By way of contrast, the escape of Rabih Alkhalil from North Fraser provincial custody in July. Disguise, associates with plausible ID, a van waiting outside, knowing the prison routine and self confidence/"cohones". In short, a connected guy they're likely never going to find and was likely out of Canada not long after his escape was reported.

I guess it remains to be seen if he had the additional assistance of compromised staff.

I guess these guys never got any money or credit cards from the victim? Or they could have driven to the ferry and likely boarded.

This wound seem like a tricky case. If they admit they are not going to look for the bodies. And the fact that one victim they are unable to identify. Which also seems odd.

At the news conference Thursday where police announced the other victims — which included an Indigenous woman in her 20s who police haven't been able to identify — Winnipeg Police Service Chief Danny Smyth said he doesn't "foresee an additional search of the landfill" for the other remains.

-Not too surprised this release doesn't mention that POCETTI got "time served" on these convictions and a 2 year criminal driving prohibition...plus some restitution I believe.

On the other hand, he has a passel 'o K file charges out of Victoria going to trial at the end of January 2023 and it appears from CSO that he is still in custody.

Well, POCETTI went up to bat sooner than expected and yesterday (Dec 2) got a walloping 12 month Conditional Sentence, 18 months' probation, 2 year driving prohibition and a firearms ban. Also some "time served" and a bunch of charges were stayed.
