Save-On already announced a downtown outlet, didn't they?
Oh No! I'm not in the know, but Victoria (nor Jimmy Pattison) does not need another SOF.

Not even. It’s two neighbourhoods away in North Park.No. And in any event the One hinted in Harris a Green, not Downtown. Just ask councillor T-J.
Know it all.

Someone on the VV Facebook thread suggested Uniqlo, which would be great. I was just in their new store in Burnaby and bought a ton of new, good quality clothes for dirt cheap prices.
Uniqlo would be an unexpected announcement, seeing as they just announced two new Vancouver area stores this month. Surrey and Richmond stores are currently being fitted out, both should be opening this spring. No stores outside Vancouver or Toronto, yet.
Bay Centre (and downtown) needs an awesome grocery store not before seen in Victoria, like T&T or Osaka (owned by T&T). Vancouver travellers will appreciate what i'm talking about here.
T&T, in turn, is owned by Loblaws. It's a possibility, but I think a relocated Shoppers or a combination with a Loblaws City Market is more likely.
I'd bet on H&M, myself.

That seems like a pretty safe bet.

The tenant is Winners, I budgeted the store last year

Apparently not

Lol, I knew that would take a lot of wind out of your sails
I can try to find the floor plans, but its basically on the corner of Douglas and View. Not sure if anyone cares now that the lame announcement has been confirmed.

I think the new tenant will be Zara, which will be the first for our region.

We loved Marks and Sparks when it was downtown. Used to buy a lot of food there.
Oh no, not Winners. Have never found a single thing there.

...Winners is coming to downtown...
On the plus side, this should mollify those folks who think Victoria is becoming too gentrified.

I will know when we are getting a Zara. A friend in Toronto does all their stores and will call me if that ever happens.

What a let down.

I hope winners is ready for the scale of shop lifting they are in for. Just ask the Bay or bay centre security
winners and home sense have those stickers you simply can't remove. having been in retail, i'll bet it cuts down on at least 50% of the shoplifting.
