I suspect that it is also super illegal to fly an unlicensed drone in that area, downtown Victoria is all within the airport zone.

In any event, those were some great overhead views of an area we generally don't see any overhead views of. I've been bleating about the mixed-use residential potential of the Douglas Street strip for ages. That aerial perspective really drives home the point. There's potential piled upon potential, with boatloads of additional potential thrown in for good measure. (So naturally we search for unique houses and old buildings to tear down in other neighbourhoods, because housing crisis.)

5.6 km is the range, yes. You can report it...  probably doesn't have a license either. But whatever, people break rules all the time, doesn't look like they did anything truly dangerous here, like fly in the actual flight path.

Absolutely agree. If we're going to densify more outside of downtown, the whole strip from Uptown to Bay could add a lot.
