Two of the project's three retail spaces have now sold, with the third space at the corner of View and Cook the developers are holding back for a food/cafe operator. With Pluto's Diner having been at that location for decades, it will be nice to see another food/cafe operation open there.

Although Pluto's recently shut down in Quadra Village, I wonder if another operator could purchase the IP and branding and bring Pluto's back to this location when the building is complete?

Sounds like a plan...
As long as it is brought back with better food and service; both of which were in decline by the time Pluto's closed its Cook Street location. Perhaps this is inevitable when a celestial body is downgraded to a dwarf planet.

The dwarf planet itself completed an orbit of the sun in less time than it took to get service at Pluto's.
