So how do we know they are the winner if the deal isn’t done?

they won the right to negotiate the smaller details?  if they can't come to an agreement maybe then they go to the other proponent.  not sure.

Council plans to embark on talks with what they are calling Proponent One. That proposal would create 220 parking stalls on the 2.6-hectare property at 1327 Beach Dr.

Features include a paddle sports pier, art walk, new fuel dock, an expanded Turkey Head walkway, a bandshell, a new waterfront pier, rain gardens, Songhees First Nation moorage and a cycling hub.

The municipality had narrowed down submissions to two and posted details on its website for public comment. More than 600 responses to the proposals were submitted from citizens.

Perfect, it will attract all the homeless out of downtown Victoria! 😉

They were the winning bid.... there may be some paperwork to sign still, but i'm pretty sure the 'winner' can't back out, not legally at least.

 

Typically when you submit a bid to a public entity, you're signing a contract that holds you to your bid if you win.

Not true at all. I've seen many companies back out after seeing what was involved and then we would get it since we wrote the RFP for the government I'm the first place.

I guess i was assuming this was a Contract A/B type tendering process; if it's just an RFP then yeah, easy to get out of.

But the extraordinary potential of this magnificent site has never been fully realized, because, since the early 1960s, it has been locked up in successive long-term leases between the District of Oak Bay and private interests. As a result, the community’s views and aspirations for the site have never really been taken into account.

 

And now, it’s about to happen all over again.

there was consultation and lots of opportunity for feedback. In fact Kevin Murdoch responded on the OBL FB feed 

 

Without delving into the weeds of the errors contained in this op-ed (blithely dismissing over 600 detailed responses to public input including values, specifics, and visioning!), suffice to say the lead author of this letter lobbied unsuccessfully for a direct-award contract to her Oklahoma-based organization for the “visioning” work described in the letter. Does anyone here think sending Oklahoma $120,000 to vision a site design for Oak Bay Marina is a good idea? Oak Bay Community Association, you should not have let your name be used for this misinformation.

as someone pointed out the community association seems to be lacking in their own governance or transparency.  6 years since they published AGM minutes.

Concerns are growing about the process Oak Bay council is using

 

 

Oak Bay Community Association is using "Concerns are growing" the same way Trump used "People are saying..." as a way of introducing fake interest in a concept nobody mentioned previously.

 

Concerns are growing that Rob Randall will quit this forum and people are saying what a huge loss it would be.

I think the process in Oak Bay has been fine.
I’ve had multiple opportunities to provide input. Last 18 months have been a pandemic so not sure if people were wanting an open house?
The selected bud also did extensive community consultation and the public could then provide feedback on both selected bids.
Now they are getting on with it which is great. What do we want another 10 rounds of reviews and 2 more years of indecision?

who needs an extended visioning process.

sometimes you have to take the best you can. and leave the business decisions to the business people that know best how to make it work.

Anonymizing the bidders does seem a little weird it does matter who's going to be running this thing for the next 30 years service is as important as the marina facility.

Also a lot of the feedback on this and other Oak Bay projects has been submitted in an untraceable way just need a VPN and clear some data and resubmit. I know VV works that way but we’re not official feedback. It’s all just time and time is money. If they want to do online feedback send out a code with a tax bill or get one with ID at the municipal hall.



The design choice looks nice.
