Absolutely nope from me. I spent quite a bit of time before real estate went crazy looking to buy on the peninsula. The highway noise is a problem for many properties.

Aren't 4-plex and 6-plexes about to be allowed in the City with only 0.15 parking per unit?

 

Of the three buildings in the photo at the time of the photo, only one car is parked on one of them.  8 cars on the street though!

Might be true. Victoria does seem to think that most people will ride bikes. So they may very well agree to the new lot.

12 units of homeless housing would be good for that area.  No parking required and the homeless can be close to the beach for their recreation time, when not working.

For that price, I don't think you can make the existing properly anywhere close to a cash flow positive investment.
