What we have is an absolutely shocking problem, that other places do not have.
Most cities have it. You went somewhere and didn't see it so you think it's not there. Edinburgh has 3,500 homeless.

Nearby communities transported unhoused people to Victoria during cold snap: councillor
The Town of Sidney says that when cold temperatures drop, staff and first responders will check in with vulnerable persons and transport them to warming shelters if they wish.
“Locally, these warming shelters are located in the City of Victoria,” said the town in an emailed statement.

I didn’t see it, that is correct. And the locals couldn’t tell me where to go to see it. My sense is it’s not tolerated for any amount of time, knowing once tolerated, entrenchment occurs. We allowed entrenchment to take over.

After 41 consecutive months, the homeless encampment at Crab Park on downtown Vancouver’s Central Waterfront will come to a close to enable the space to revert to general park uses for the broader community.
The Vancouver Park Board and the City of Vancouver announced today that they will step up their efforts to end the encampment over the coming weeks. They will start by consulting with each of the seven remaining people — down from about 30 people in February 2024 — who are still camping in the park.
All seven people are camping within Crab Park’s designated area for an encampment within the northwest corner of the park.

What does that mean?
I'd like to interpret it as meaning we used all the solutions the societies wanted us to use, but instead of getting better, the problem got worse. The only solutions left are the ones they don't want, asking the Government to apply the law to law breakers.
Victoria needs law even if the people who voted in the previous and current mayor and council appear to be quite satisfied with their newer utopia.

If anyone owns a house or condo and voted for the NDP they need to start housing them ASAP. Hell they rent at apartment with a spare couch they can house at least 1 homeless.

Eby talked of looking at changes after seeing how the party was voted in this election. I had hopes until he brought out his line of no hatred, diversity, etc. I took that as politician code for get ready for more of the same.

SOLID Outreach Society has updated its website to outline the services provided at the Dowler Access Hub, along with contact information for the SOLID Ambassador and nighttime security team.
The Access Hub is open daily from 9 am to 8 pm, providing essential health and support services, including:
