Here's an update on the Kiwanis Village redevelopment courtesy of the Oaklands CALUC:
Kiwanis Village Proposal
Development of Kiwanis Village, a seniors housing project, is being proposed at 1419 Mallek Crescent:
• Demolition took 2 years due to relocation of previous tenants; no one was evicted.
• Aim is for the building to be cost efficient so that lower rates can be offered to tenants. Key need is affordability.
o Site will include green spaces and community gardens.
o Market study conducted by City Spaces. Over 400 applicants for residency.
o Building designed to reduce isolation for seniors. Includes multiple social/common areas.
o Building Details:
4738.9 m2
2 Two-bed Units; 20 One-bed Units; 36 Studio Units (all with balconies/patios)
Roof deck with gardening space
20+ spaces for scooters
Building is ‘solar panel ready’
• Challenging soil conditions on site, but conditions improve moving North to South.
o Site slopes up towards the South (3.5m).
o Northern portions with poor soil conditions will be turned into a parking lot.
• Project being developed under existing R3-G-K Zoning. Long-term plan to redevelop site over time, however future development will require Variances and Rezoning approval from the City.
o There is a height limitation of 11m. Units will have 9ft ceilings.
o Draft Plan developed within constrains of the sloping site.
• Phase 1 ESA & 2 ESA have been completed. Trace contaminants will be removed as directed by engineers.
• Crosswalk on South Side of Mallek Crescent is considered dangerous because of the slope. Considering an overhead pedestrian warning system.
Next Steps:
• Preparing an application to the City for a development permit.
• Working on Step Code 3 (new building code requirements re: energy).
• Will be making submission to City for technical review by the end of October, then will be sent to the Advisory Design Panel.
• Requesting a letter from Oaklands Community Association in support of the project.
