What is the difference between a Development Variance Permit and a Development Permit with Variance?

^ A Development Permit with Variance is a lot more comprehensive, controls the form and character of an entire new development, and only applies to areas that the City has identified in the OCP as requiring a DP.
A Development Variance Permit is for minor variances to the Zoning Bylaw, typically when building an addition or new construction in a non-DP-designated area (such as a single-family dwelling).
Either someone at the front desk is confused, or the applicant has no idea what the scope of work is. One of those applications will be cancelled.

Details are now up on Dev Tracker. They want to convert the old Sitka shop/café into first-floor residential use. That would obviously require some changes to get the space up to code etc.

re: 566/568/570 Yates (formerly Sitka): Dev Tracker now updated with the purpose of the application, but no plans yet. Applying to allow residential use on the ground floor.

Tax suggests apartments use is already permissible above. It is likely the application is for residential on the rear portion of the lower floor. I know one of the neighbouring buildings was contemplating that as well since some of the commercial units in this area are very deep with minimal frontage. Many of the tenants find they don't need that much square footage and would ideally like to save on rent while maintaining frontage.

The proposal is to add 2 additional storeys to the existing commercial building; the plan calls for 7 rental apartments in total and a reduction in commercial space on the first floor (but not its elimination). I assume that they'll place one apartment on the ground floor and 3 apartments on both the second and third floors. See https://tender.victo...130113108219653 .
