The proposal is to add 2 additional storeys to the existing commercial building; the plan calls for 7 rental apartments in total and a reduction in commercial space on the first floor (but not its elimination).  I assume that they'll place one apartment on the ground floor and 3 apartments on both the second and third floors.  See https://tender.victo...130113108219653 .

Starting from scratch might impose all sorts of restrictions (setbacks etc.). Assuming the current structure can handle the additional weight it's probably faster to add on in this case.

Setbacks still apply when building an addition. Legal non-conforming ends with a change in use, so adding residential would require the entire building to comply with bylaws. Of course, the Development Permit could include variances, and it's easy for staff to support a variance when an existing building is being retained.

I meant the setbacks of the existing structure. If an addition were added, would the setbacks possibly have to change with it?

The setbacks of the addition would have to comply with the bylaw, and there would need to be a variance to maintain the setbacks of the existing building. Any nonconformity of the existing building (be it setbacks, height, projections, etc) has to be legalized through either alteration of the building or variances.

I was thinking that made sense, but it doesn't seem to be noted in the City's bike path plans. Also the work trucks are from Don Mann excavating - I guess we'll have to wait and see!

An application has been filed with the City for a development permit (with variance) for 2670 Fifth Street (near Hillside); no details yet, but the site is immediately adjacent to the Fairway Market parking lot, so it could be a mixed commercial/residential development.

I believe it's for a low-rise rental complex.

Nope, that's 2657 Fifth Street.

 

2670 Fifth Street is an additional address for the Quadra Village mall. Currently a vacant building, formerly Aaron's Furniture.

FWIW, the zone for 2670 Fifth permits residential construction above the first storey, which must be commercial. 4-storey height limit. imagine that the variance will be for parking, but we'll have to wait and see!

It would be great to see this happen, as it would one of the first residential/commercial mixed use 'strip mall' developments/redevelopments in the City of Victoria in some time (Harris Green Village developed decades ago, and of course Eagle Creek Village (and the decade-old Tuscany Village) are in View Royal and Saanich, respectively.

Well, my hopes are dashed... the plan details have been posted, and it turns out that the liquor store in the same plaza just wants to move its operation there into the existing building.  It turns out that a variance is needed due to the size of the liquor store proposal.

One of the conditions of Cascadia getting permission to locate a store there almost ten years ago was that it was not allowed to get any bigger than it is now.
