It’s obviously more risky to ship hazardous materials than televisions. Should there be a toll on shipping vessels? Should those toll fees be used to fund emergency programs?

Fires largely out. What might look like smoke is blowing water from the massive fire boat on scene.
There really isn’t any smoke to be seen as of 13:00.

Water was sprayed throughout the night and into the morning by Seaspan Raven. “Due to the nature of chemicals onboard the container ship, applying water directly to the fire is not an option,” the Canadian Coast Guard said.

The burning chemical is basically sulphur. You can’t use water on a sulphur fire, as all it does is spread the fire around without actually extinguishing the fire.
Sulphur fires require chemical extinguishers, or in this case - just let the fire burn out.
They sprayed water on the hull, and the adjacent containers through the night, to prevent the metal from buckling and causing even more (different) issues.
