It's a great name. Historic. Place-based. Pays tribute to two outstanding Victorians. I get not wanting to change names but naming new things on a path towards reconciliation is good policy.
The present council voted for the name the new library. What's next?

The Victoria NDP is running for council again, all of it. As in previous elections they are changing their name for the election to the Victoria Labour Council. But you won't see their name listed next to their candidates 9 names on the Mayor and Council Ballots, or anywhere else during the campaign or afterwards either, unless you're one of the folks voting for them or organizing it, and then only privately. Just to be safe. The NDP wouldn't want anyone non NDP finding out who is to blame for all the fiascos year after year. That could threaten their never-ending municipal NDP government. These council candidates are all independent. There is no party machine operating in the background, in secret. There is no secret 20,000 household public union, private NDP mailing list/mailings.

So 4 out of 7 of their endorsements won office in 2014 in Victoria.
Of the incumbents they endorsed 3 out of 4 won and of the "challengers" they endorsed one out of three won.
Based on this small sample it is hard to know how much their endorsement helped vs just good old incumbent advantage.
It does seem like their endorsement was enough to put all three "challengers" into very competitive positions (Kaye and Luton weren't far off winning).

The only folks aware of the website or the Victoria Labour Council are NDP and Union activists and Chiefs. The fact is they are operating a municipal political party with interviewed and vetted candidates with 'free' mailings of these 'endorsements' to 20,000 current and retired public union households. The households receive additional endorsement mailings through their local newsletters. This is the largest direct mailing by any candidate in the election. The cost of this received service never appears in the candidates declared expenses at city hall. In fact if you declare the two lists between top sucesssful vote getting candidates and the endorsements in the mailing they completely overlap. Furthermore the appearance of three sleeper NDP candidates Thorton-Joe, Coleman and Helps you end up with a 8 out of 9 score. Helps was an candidate endorsee in the previous election and how she came to electoral success. Thorton-Joe and Coleman have a synchronous voting record with the block and are well known to long time NDP voters locally. In summary the NDP runs a secret municipal party in Victoria and they cheat. If you are not on the VLC endorsement list mass mailing you will have a 9/10ths chance of coming in 11th or worse.

There was 9 endorsements not 7, 8 for council 1 for mayor. The endorsement list is critical. All 8 Council endorsements placed in the top ten vote getters in a large field. These two would have won council seats if not for two long term NDP VLC bylaw voting councilors Thorton-Joe and Coleman. The mayor endorsement Fortin lost by only a 100 votes and was beaten by previous VLC endorsement Helps. Where is the oversight at City Hall? The fellows in the overseeing Dept. there are actually members of one of the Victoria Labour Councils member Unions! Is this why?

This is clearly a powerful conspiracy, so powerful that their mayoral pick didn't win.
Which one Fortin or Helps? They were both recipients of the coveted VLC endorsement which brought them to power and encumbency.

Who said emails? Letters and Newsletters. Every VLC household in the CRD receives them. Very different getting such an endorsement from the folks you are more or less beholding to your government jobs for. Political parties operate on lists and the Victoria NDP is 'all in' every municipal election to control city councils. It's the foundation for their provincial success, it's where all their future star candidates come from.

It's very low key if they even issue one, which I doubt and it's irrelevant to their electoral effectiveness. A local businessman could spend tens of thousands and get nowhere near the punch of this personalized partison highly targeted endorsement. It's a classic get out the vote ground game. No way for the independent candidate to match it. It's a ndp political machine free enterprisers are up against.

Us? The brotherhood of comfortable victoria tools? Guess it never comes up at Union Club Rotary. Much more important things to talk about like cheap Uber ride sharing experiences in south florida.

This is 100% false. I'm in a VLC household (partner is CUPE) and have never once seen a letter or newsletter from VLC.

I'm pretty sure you completely understand the effectiveness of 'private' societies. The men who run the NDP certainly do.
