Made my way over to Lee's on Admirals last night; the fishing cohort has hit up the Duncan location for several years both going and coming but the most recent visit, just prior to covid, greatly disappointed as the quality seemed to have gone downhill so I wasn't sure what to expect.
I needn't have worried the new location has restored the faith, it was excellent and a far sight better than the over-hyped Popeye's which we had tried earlier in the spring. It ain't especially cheap - after all we're talking about fried chicken here folks, not filet mignon - but it's very tasty and relatively quick given there were 6-8 people in front of me in spite of it being close to 7pm. Clearly that location is a winner especially with a 6000-person navy base barely a block away. The only potential negative is that its shoehorned onto a small property with minimal seating while you wait on your food and the parking lot is_very tight. Beyond that I give it two thumb's up.

Is Lee’s also the one that just opened on Admirals at Esquimalt?

Yes its right beside the old Legion/new tower just up the hill from the front gate at CFB.
The "other" chicken place in town is Mary Brown's, all I know about that one is that its Eastern-Canada founded and based, and like the others has its own devoted following among easterner/transplants. There are or will be two loco's here, one in Colwood Corners and the other in Nelson Square which is also on Admirals Rd, but much further down across from the Thrifty's...

My only experience with the place was staying at the Comfort Inn in Gander, NL in November and I would say it was generally better food, but we did eat there twice and dine in both times, instead of out of a paper bag on the way to the ferry.

Clever plays on words come naturally to VV forumers. It's like riding a pink bicycle.
