If these protesters were doing  all that they are doing to the good folks at beacon hill park  instead of the  carriage operators  all hell would break loose. The mayor would be involved giving speech’s ,police would be visible and the protesters would be stopped. These protesters are endangering the lives of the carriage operators ,horses ,tourist any one in the area  just pushing for an accident to prove their point . Why are these protesters allowed to continue. Yes the police should be called . It’s a safety issue.

The mayor has set the minimum threshold for paying attention to protesters at 20,000+. Otherwise why hasn't she done anything about overnight camping in Beacon Hill Park?
