There have been rumours of big box stores coming to the Saanich Peninsula for years. And while Canadian Tire has been confirmed for North Saanich’s former Sandown race track site, speculation on the imminent arrival of IKEA and Costco hasn’t gone away despite no direct evidence.
A local media story speculating on another Costco superstore coming to property at the Victoria International Airport was met with skepticism by local municipal and Victoria Airport Authority officials who say it’s just not on their radar screen.
In a phone call, Geoff Dickson, President and CEO of the Victoria Airport Authority, said they have not been in any talks with, nor have they been approached by Costco, to lease land. Local media reported rumours that Costco was eyeing the former site of the Slegg Lumber truss warehouse off Mills Road in North Saanich.

A leaked February 2018 email from local Costco’s managers revealed they were opening a “peninsula store in about 1.5 years” and had been given some latitude to run some programs to try to expand memberships through some type of school support programs there.

What we also know is the VAA, the municipalities of North Saanich and Sidney have said they are not aware of such a proposal. One also has to wonder if a Costco at the airport built at the same time as a shopping centre at the airport would contravene any agreements Omicron may have with the VAA.

They say they are not aware, indeed. Sidney actually said "we have no comment".
But also, the VAA and Omicron would have agreements that would preclude a major undercutting of their project, you'd think.

However, an email obtained by the PNR gives a hint that local Costco representatives are looking for warehouse space on the Saanich Peninsula.“… We have been given a little creative license to host some special events to promote membership in preparation for our new warehouse to open on the Saanich Peninsula in about (one-and-a-half) years or so,” reads an email sent to representatives of the region’s parent advisory councils, signed by Sandi Danshin and Dave Hoover, Business and Membership Representatives of Costco Wholesale in Langford.
The PNR has called Danshin, seeking comment.

Claire's is a huge chain of 7,500 stores selling jewelry, ear piercings and other things appealing to tweens. They are filing for bankruptcy but this apparently will not affect Canadian outlets, including the ones here at Mayfair and Hillside.
