If they provided free vehicle parking, it would be a taxable benefit. Whichever way you slice it, the parking is paid for by the user at some point (except in some circumstances related to employee disabilities).

At the building I work at there are upwards of 100 bikes on pleasant days like today. In the basement my employer provides modestly subsidized* vehicle parking and free secure bike parking. The free secure bike parking represents a modest subsidy (not in cost, but in quality) relative to the free but less secure parking available outside my building.
* How do I know the parking is subsidized. Easy - there is a major waiting list to get a spot. If demand exceeds supply at the current price that is a sign of below market prices.
So bottom line my organization like many others bears some relatively small costs to make a better workplace. Big deal. Should a public or private organization always strive to make all facilities conform to the legislated minimum standards out of responsibility to the public or shareholders? I think not and many public and private employers agree.
As others have mentioned - in the particular case of bike storage the organization likely benefits in terms of increased health from active employees. Same likely goes for dressing room and showers. Benefits the active commuters plus all those that want to work out at lunch.

I think the major waiting list for parking is because of a lack of parking. All public parking lots have wait list as well.
In other words parking is underpriced relative to demand. There is a price at which parking demand and supply would match perfectly.

Yeah... no. Its the other way around. There is not enough parking to meet demand, and that will only get worse as more parking "disappears". No matter how many bike lanes are built.
You're saying the exact same thing. Just with a different method for returning to equalibrium price. If Demand>Supply and there are waitlists, either supply can be increased (build more parkades) or demand can be reduced (by raising prices and making it too expensive for some users). Either one will get the market back to Supply = Demand
